The Assistant Facilities Manager is responsible for the operation, maintenance, safety and risk management, budget management, audit and inspection and improvement quality of works of the Mechanical, electrical, hydraulic systems to meet the local and international standards. This position will focus to build and implement the standard documents and processes, licensing and certification to align with global standards and support line managers to lift up the performance of the facilities management and technical services department. This position will also support engaging with performance managing contractors to ensure excellent service levels are achieved.
Key Accountabilities:

- The Assistant Facilities Manager must be a team player and work with other members of the team to meet all key performance indicators as set out in the department.
- Ensures that all policies and standards are implemented and compliance, leadership and ensure that technical staff is qualified and trained to perform the duties they are expected to carry out
- Procurement & vendor management: review the maintenance/service of M&E contractors to deliver quality work practices in line with the manufacturer recommendations, established processes, and standards
- Plan and manage budgets for operations and maintenance, minor works and ad-hoc works for technical services
- Site Operations:

- Manage operation and maintenance technical team to ensure the facilitation of a smooth supply and proper response to emergency cases, 24/7 emergency call support and site attendance.
- Establish checklist, SOP, Response follow chart FMEA, etc. for Technical team and building operation procedures and roll out for site staffs
- Oversee Technical team to achieve work order service request, PM & CM target.
- Assist to manage service requests, maintenance and asset management system: CMMS (Archibus) system (SLA, life cycle, asset condition, facility condition INDEX, etc.)
- Communicate daily, weekly and monthly updates which report on building and facility operations such as performance trends, equipment health and conditions, risk notification, etc.
- Ensure facility incident reports submitted within 24 hours and include root-cause analysis.
- Support to develop proactive a management and risk management program through ongoing coaching and mentoring of the team.
- Direct and lead management resources as well as leverage available resources and knowledge to sustain customer satisfaction and continuously improve performance.
- Risk Management:

- Ensure proper risk management program is in place, risk notification and mitigation plans are documented and adherence to in relation to established change management controls across all sites
- Conduct audits to ensure that all safety procedures, including disaster recovery and business continuity plan and escalation procedures are in place and maintained
- Ensure compliance with statutory regulations on fire, health and safety standards and building codes
- OHS and quality management
- Manage priorities and time to ensure timely completion of all assignment tasks, activities and provide quality outputs, deliverables and reports.
- Establish, measure and track a monthly performance scorecard.
- Manage OHS program to ensure technical staff, contractors and sub-contractor compliance with OHS requirement
- Establish safety targets and ensure that all safety programs, goals and objectives are met or exceeded.
- Communicate regularly with team to share critical information, provide performance updates and action plan for improvement
- Perform internal audit to ensure quality of service and complied with standards
- Project support: Support project team to ensure project work compliance with standard, met timeline and T&C properly. Manage to take over and update drawing, document and asset into CCMS system.
- Stakeholder and customer management: support to manage customers, stakeholder and third party relationship through regular communication with stakeholder to ensure that resources are responding effectively and efficiently.
- Training and development: Review and recommend staff and employee training programs, workshops, seminars and classes to facilitate development and improvement of competencies and proficiency.
- Other tasks to be assigned by line manager within facility management and technical services

**Job Requirements**:

- Bachelor in Automation/Electrical/Mechanical Technical or Solid background in engineering, plant machinery, BMS, systems and excellent equipment knowledge, or a Bachelor in Facilities management, Project management or relevant field
- Minimum 7 years of experiences at similar role
- Good at English both written & spoken (IELTS 6.5)
- Solid understanding about standard process of operation and maintaining MEP system.
