Duties

Incumbent of this position will serve as the Principal Class B Cashier at Embassy Hanoi with responsibility for the full range of Cashier and Cash management duties, including payments processing, collections (USD 480K in cash and USD22M in other instruments) and accommodation exchange (USD 4M) reconciling financial transactions and serving as the representative of the U.S. Disbursing Officer (USDO). Cash accountability is USD 115,000 received from the USDO in Bangkok. The incumbent will provide technical assistance to 3 alternate Class B cashiers that works at alternate building as well as provide guidance to approximately 13 sub-cashiers. In addition, the incumbent will collect and disburse the Mission’s VAT refunds totaling USD280K annually. The Class B Cashier will be the principal cashier at auctions held at the warehouse at least 4 times a year, with an average collection of $20,000-$25,000 each time. Detailed regular job responsibilities includes: provide cashier advances, make payment on cash vouchers, provide accommodation exchange, collect official funds, deposit official funds into the USDO bank account, handle uncollectible checks, control, and verify cash transactions transmittal to GFS Bangkok and provides other special cashier functions for State and supported Agencies. The incumbent will provide functional guidance and oversight to the Alternate Cashier and ensure timely reconciliation of fees charged to Embassy’s sweep account and distribution of cash payments.

The incumbent will follow regulatory security guidelines in place, when depositing or withdrawing funds from the local bank and pay close attention to the annual Cash Operation Based Risk Assessment (COBRA) report, make efforts to ensure the best score possible for post. The incumbent will coordinate the weekly cash replenishment of the Embassy’s Cash by liaising with the parent bank, the Regional security Office and USDO. The incumbent will ensure that ICASS Cashiering services are provided only to those Agencies who subscribe to Cashier Services, maintain daily and monthly ICASS Cashier workload and be able to defend this workload to Agencies verifying their bi-yearly ICASS invoice charges.

Qualifications and Evaluations

**Requirements**:
**EXPERIENCE**: At least three (3) years general experience in accounting, bookkeeping, cashiering or related financial field.

**JOB KNOWLEDGE**:Must have:
Knowledge of internal controls, handling significant amounts of cash, accounting, and security.

Working knowledge and understanding of the specific Department regulations and Post policy/procedures regarding cashiering and accommodation exchange

**Education Requirements**:
Bachelor's degree in Accounting, Finance, Banking, Business Management or relevant field is required.

**Evaluations**:
**LANGUAGE**:
Fluent in Speaking/Reading/Writing English is required. **(This will be tested.)**

Fluent in Speaking/Reading/Writing Vietnamese is required.

**SKILLS AND ABILITIES**: Must have:
Competence with MS Office software program and calculation skills.

Excellent communication skills, tact, professionalism, and ability to communicate clearly and concisely to all employees, Global Financial Services (GFS) Bangkok counterparts and local vendors.
