Project Engineer

**Job Summary**:
A project engineer that has good understanding and working experience with high voltage 110kV substation project and medium voltage 22kV distribution project including the corresponding infrastructure.

**Duties/Responsibilities**:
Manage projects related to high, medium, and low voltage together with a project team of design consultants, contractors, and the operations team.
Understanding the technical requirements and limitations of the customers.
Clearly identifying technical assumptions and exclusions.
Generating the plant layout and Single Line Diagram.
Generating the Bill of Quantity for the system.
Evaluating the technical deliverables of potential sub-contractors and partners.
Identifying battery limit and delineating the scope-of-works between multiple stakeholders.
Provide technical advisory with an emphasis on electrical engineering on project, review of electrical power systems, procurement and construction contracts, interconnection agreements as well as CAPEX costs.
Conduct detailed technical review and independent analysis of electrical power systems engineering and construction documentation which include but are not limited to plans and specifications, calculations, construction job books as well as QA/QC documentation.
Assess on-site construction to evaluate compliance with plans and specifications and good construction practice.
Collaborate with all relevant stakeholders regarding electrical engineering technical reviews and construction issues.
Prepare detailed reports of electrical engineering design reviews, project documentation assessments and construction monitor
Participate in project opportunity due diligence.
Conduct site visits and construction monitoring activities.
Support the preparation of offers and tenders.
Support in and administration of project-documentation.
Attending meetings with contractors, following up on open issues including coordinating such issues from internal technical specialists and external consultants, as necessary.
Ability to work in a structured manner, juggling a variety of tasks and projects with both short and long-term deadlines.
Completing projects on budget, in time and with high quality and project responsibility.
Assuming business development and sales tasks.
In charge of obtaining necessary project permits.
Asist of supervision and commissioning of projects.
Control internal and external project communication.
Finalize as-built dossiers and handover the project to the operations department.

**Requirements/Abilities**:

- Understanding of the electricity power industry in general and multi-high voltage distribution power system projects specifically
- Must be knowledgeable of the full power project development cycle. Knowledge/experience in coordinating or carrying out studies that are required during the development of high voltage substation will be advantageous (measurement campaign, UXO, Geotechnical Studies, Topographic Surveys, Flood Studies, etc.).
- Experience in construction and commissioning of power projects is a plus.
- Knowledge/qualifications on Health and Safety Standards within Vietnam will be a distinct advantage.
- Possess supervisory and project management skills.
- A self-starter, possessing the ability to organize and manage highly skilled multi-disciplined technical staff.
- Excellent communication skills and ability to develop professional relationships with stakeholders.
- Understanding of Vietnam construction regulation is a plus.
- Understanding EVN regulation for the permitting is a plus.
- Understanding of the Vietnam solar is a plus.
- Excellent Vietnamese and English language skills (both spoken and written).
- Ability to compose clear and accurate reports in English and Vietnamese.
- Knowledge of MS Office solutions (Word, Excel, PowerPoint); Experience with drawing layouts in AutoCAD or similar.

**Education and Experience**:

- Bachelor of Engineering or equivalent technical education (e.g., in civil /mechanical/ electrical/ industrial engineering)
- 5 years experience in construction of High and Medium voltage power projects.
- Knowledge/qualifications on Health and Safety Standards within Vietnam will be a distinct advantage.
