Programme Management Officer

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector.
The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.
UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.
The focus of the position is on implementation of the UN-Habitat Strategic Framework in the country through country programme, representation of UN-Habitat in the country. It includes programme development implementation in the areas to land management, urban planning, urban basic service delivery and climate actions.
This position is located within the Regional Office for Asia and the Pacific of the Regional Programmes Division based in Hanoi, Vietnam. The incumbent reports to a Human Settlements Officer in the Regional Office for Asia and the Pacific and will be responsible for the following duties and responsibilities.
**Responsibilities**:
1. Represents UN-Habitat programme in Vietnam in the UN Country Team, government agencies and in development partner forums; implements duty of care policies; support timely staff evaluations in line with requirement.
2. Participates in the development, implementation, and evaluation of assigned programmes/projects, etc.;
3. Monitor and analyze programme/project development and implementation;
4. Reviews relevant documents and reports;
5. Identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties;
6. Identifies and tracks follow-up actions related to UN-Habitat programme in the country.
7. Performs advisory assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
8. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies in line with UN-Habitat Strategic Plan, United Nations Sustainable Development Cooperation Framework (UNSCDF) and other related development frameworks.
9. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master's degree or equivalent) in fields of social, environmental or urban development, or their related fields. A first-level university degree in combination with (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management administration or related area is required.
Experience in Programme Monitoring and evaluation is required.
Experience in Strategic planning is desirable.
