Working with the Senior Initiative Coordinator, diverse road safety government and non-governmental stakeholders, the Surveillance Coordinator will support a portfolio of work in Vietnam, including coordinating the overall work of BIGRS in-country and supporting the ongoing public health programs in Hanoi, Da Nang, and Ho Chi Minh City.

The incumbent will be based in Ho Chi Minh City or Da Nang and will collaborate with the Initiative Coordinators from Ho Chi Minh City, Hanoi, and Da Nang.

**Job Purpose**

Vital Strategies provides technical assistance to governments in Asia, Africa, and Latin America to improve their capacity to reduce road deaths. Working with the Senior Initiative Coordinator, diverse road safety government and non-governmental stakeholders, the Surveillance Coordinator will support a portfolio of work in Vietnam, including coordinating the overall work of BIGRS in-country and supporting the ongoing public health programs in Hanoi, Da Nang, and Ho Chi Minh City.

The incumbent will be based in Ho Chi Minh City or Da Nang and will collaborate with the Initiative Coordinators from Ho Chi Minh City, Hanoi, and Da Nang.

**Duties & Responsibilities**
- Serve as liaison between initiative partners and the government, including health departments; medical examiner systems; transport and road safety officials at different government levels; and other stakeholders. Collaborate with Vital and partners to develop a protocol and conduct linkage and analysis of injury registry and data.
- Work with designated personnel to oversee data collection, data entry, conduct data cleaning and management of designated data sets.
- Conduct a capture-recapture analysis of crash fatalities using at least two data sources: police crash reporting and vital registration, forensic, hospital, and/or insurance records; and prepare a report on methods and findings
- Conduct analysis and prepare tables, charts, and maps for routine review and special queries, including spatial analysis for identification of high-risk locations.
- Work with police and other partners to pilot and define road crash database platform options and adaptation to local needs.
- Prepare annual road safety reports based on available sources for crash/injury death data, as well as risk factors data.
- Disseminate and present road safety report findings to stakeholders and promote data use for policy and planning. Train, monitor and oversee data entry staff.
- Provide support to partners of the initiative as required. Other responsibilities as assigned**Qualifications**

**_Education & Degree_**
- Bachelor’s degree in a relevant field such as public health, epidemiology, demography, international relations, etc. from a recognized university.

**_Skills & Abilities_**
- Strong organizational and project management skills;
- Strong verbal and written communication skills as well as strong presentation skills to a diverse audience;
- Bilingual in Vietnamese and English;
- Proficient in MS office (word, excel, PowerPoint), and skilled in data analysis (Excel, and other platforms).
- Proven capacity to work in a multidisciplinary or multi-agency setting and to interact with public servants and heads of department.
- Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

**Experience**

**_Experience Required: _**

Minimum 6 years of experience in transportation, mobility, or government systems

Prior experience working in Vietnam;
At least two years of demonstrated experience in using data visualization tools to present analysis and make decisions.

Demonstrated experience working with diverse stakeholders (NGOs, government agencies, media, others) in public health projects in Vietnam;
