Duties

Under the supervision of the Procurement Supervisor, the Procurement Agent works as assigned by the Procurement Supervisor and is responsible for local and overseas procurement of supplies, equipment and services needed by Consulate Ho Chi Minh City and associated agencies. S/He executes a limited number of simplified contracts.

This is a customer service position, the incumbent is expected to provide expedient, friendly, and professional services to Consulate Ho Chi Minh City clients as well as local and overseas vendors.

Qualifications and Evaluations

**Requirements**:
**EXPERIENCE**: Must have at least two years' experience in purchasing.

**JOB KNOWLEDGE**:Must have a general knowledge of local business practices, trends, pricing and business environment.

**Education Requirements**:
College or university studies is required.

LANGUAGE:
Good Working Knowledge Level Speaking/Reading/Writing of English is required.

Fluency Level Speaking/Reading/Writing of Vietnamese is required.

**SKILLS AND ABILITIES**:
Must be customer service oriented and be able to deal tactfully and effectively with a variety of local and overseas vendors and U.S. citizen clients. Must have exceptional interpersonal and negotiating skills. Able to work independently and use creative problem-solving, depending on the circumstances. Persistence required in pursuing solutions in response to normal bureaucratic inflexibility. Able to operate a personal computer including Windows, Excel, and other programs. Must be proficient in the use of internet, well-organized and able to prioritize.

Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.

**1. Allowances**:
- Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.

**2. Benefits**:

- Tet Bonus - one-month basic salary.
- Merit Based Compensation - annual salary increase based on performance.
- Annual leave: 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law.
- Sick leave according to local labor law
- Family leave: up to 5 days and other special leave as stipulated in the local labor law
- American and Vietnamese holidays up to 21 days per year
- Contribution to mandatory insurances according to Vietnam's Government law and regulation including social insurance, health insurance and unemployment insurance.
- Supplemental Health Insurance that the U.S. Mission covers 90% of the premium for employees and each eligible family member.
