Through its project in Vietnam, ICMP will work with the Vietnamese Government to improve institutional capacity to develop and sustain an effective DNA-based system to locate and identify missing persons from the Vietnam-American war.

The project will provide advanced DNA extraction and testing methods adapted to the Vietnam context and implemented in Vietnam; support a long-term strategy in coordination with the government to enhance the efficacy and efficiency of human identification efforts in the context of the Vietnam-American War, and provide training and capacity building efforts in the area of human identification.


This is a DNA Coordinator position in a program funded by the US Agency for International Development (USAID) that will help Vietnamese government (GVN) partners to strengthen key components needed for large-scale, DNA-based identifications of missing persons from the Vietnam-American war including a centralized data system, civil society engagement, family reference genetic sample (FRS) outreach, the collection, recovery and forensic examination of mortal remains, and DNA identification.

Recognizing the inherent limitations of the standard DNA testing that has been applied to date in Vietnam, the program will work in concert with GVN partners to adapt proven methods of DNA extraction to the Vietnamese context and establish a foundation for the use and implementation of next generation DNA sequencing technologies and integrated data management systems.

Under the overall guidance and supervision of the Program Manager (Vietnam), the Laboratory Coordinator's duties and responsibilities will include, but will not necessarily be limited to, the following:

Provide technical supports and training for the implementation of new DNA analysis workflows at local laboratories

  • Prepares the local laboratories to ensure all necessities are available for the technical trainings;
  • Coordinates with local laboratory management and staff to suggest and arrange trainings to the relevant personnels;
  • Works with local laboratories staff in implementing the new DNA analysis workflows developed from the project such as setting up the new procedures, performing the interlaboratory testing on selected samples and training of new staff on the ICMP transferred procedures;
  • Contributes to the writing of technical contents of project documents, meeting minutes, manuscripts or communication documents when required;
  • Supports the English-Vietnamese translation of protocols, procedures and training materials.

Laboratory inventory management and maintenance of project supplies, labware and instrument

  • Maintains an inventory of goods purchased by the project to ensure efficient and intime supports for the laboratory activities of the program;
  • Develops and organizes scheduled maintenance of purchased equipment throughout the program;
  • Supports the establishment, transfer and running of the Laboratory Management System at local laboratories;
  • Supports the local laboratories in the process of obtaining ISO 17025 certification.

Procurement of laboratory reagents, supplies and equipment

  • Develops procurement lists and plan to ensure timely procurement of laboratory goods and services;
  • Identifies and supports the Program Manager in building and maintaining relationships with local laboratory supply vendors and distributors;
  • Places orders and tracks receipt of goods and payments and ensuring all laboratory goods are provided in correct conditions;
  • Maintains updated and accurate records of all laboratory orders and notify relevant staff on order status and receipts of goods
  • Other duties as assigned by the Program Manager

Requirements:
  • Studies in forensic science, molecular biology, or a related discipline. Graduate Degree preferred
  • Six years of relevant professional experience
  • Experiences working in biological research or diagnostic laboratories;
  • Experiences working with Laboratory Management Systems or in ISO certified laboratories;
  • Experiences working with human biological samples;
  • Exceptional attitude and capability regarding professionalism, teamwork, flexibility, and working under pressure
  • Attention to detail
  • Effective organizational skills

Mandatory Requirements

  • Professional fluency in English
  • Professional fluency in Vietnamese
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner


This is a project funded position under Vietnam Project with initial funding until 30 September 2025 with a competitive base salary at the LES 6 on the ICMP Vietnam salary scale.
