Climate mobility—the movement of people driven by climate-related factors such as extreme weather, sea-level rise, and ecosystem degradation—is central to the International Organization for Migration (IOM)'s mandate to ensure safe, orderly, and dignified migration. It is a growing global challenge, with millions displaced annually and projections of up to 216 million internal climate migrants by 2050.
In Viet Nam, IOM has played a pivotal role in supporting the country's migration management and humanitarian response efforts since 1987. In recent years, climate mobility is a critical issue as floods and storms increasingly drive displacement and migration. IOM supports national efforts by integrating human mobility into disaster risk reduction and climate resilience planning, including evacuation infrastructure and relocation strategies.
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Projects and Partnerships; and, in close coordination with relevant IOM offices in the region, as well as the Regional Migration Environment & Climate Change Specialist, the successful candidate will be responsible and accountable for implementing various research initiatives and multi-stakeholder consultations to inform policy and programming related to climate mobility as well as to support IOM Viet Nam's efforts in advancing climate mobility portfolio.
Responsibilities: Coordinate the collection, verification and analysis of data and background information;
Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor's requirements.
Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.
Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums
Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents
Supervise and provide training and technical guidance to project staff.
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.

Qualifications: Education
Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
Master's degree in the above-mentioned fields
Accredited Universities are those listed in the UNESCO World Higher Education Database .
Experience
Solid background as well as programmatic and academic experience in climate change, resilience and adaptation as well as migration;
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
In depth knowledge of climate change, resilience and adaptation related subject areas and migration dealt with by the Organization;
Qualitative and quantitative research and analysis skills;
Strong project management and monitoring skills;
Excellent interpersonal and communications skills; and
Knowledge of UN and bilateral donor programming.
Languages
For this position, fluency in English & Vietnamese is required (oral and written).
IOM's official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
