1. Key Responsibilities

A. Set-up Phase (Pre-opening / Construction)


• Establish the full accounting framework, policies, chart of accounts, internal controls, and financial procedures for a greenfield airport project.


• Build and supervise the accounting team; define roles, workflows, and processes.


• Oversee project accounting for large-scale infrastructure CAPEX: construction, EPC contracts, land costs, asset capitalization, payments, retentions, work-progress validation.


• Coordinate with Project Management, Engineering, Procurement, and Legal to ensure accuracy of construction cost allocations.


• Implement accounting systems/ERP and ensure integration with procurement, contract management, and project-control systems.


• Manage statutory financial statements, tax obligations, audits (internal & external), and compliance with local accounting standards and regulations.


• Develop budget control, cash flow forecasts, and financial reporting needed for lenders, investors, and authorities.

B. Transition to Operation


• Prepare accounting structure for airport operations: aeronautical revenue, non-aeronautical revenue (retail, parking, ground handling…), cost centers, revenue-sharing, concession contracts, insurance, ground services, etc.


• Work with Operations, Commercial, and Aviation units to define revenue models, billing processes, and financial controls for airport services.


• Ensure readiness for systems integration: airport operation systems, POS, billing, concession management, and asset management.


• Develop cost allocation methodologies for airside/landside operations, terminal operations, utilities, maintenance, and security services.


• Support pricing models, service charges, and regulatory financial reporting (if applicable).

C. Operation Phase


• Lead full accounting & financial closing processes (monthly, quarterly, year-end).


• Monitor operational KPIs: aeronautical revenues, passenger service charges, aircraft handling fees, retail concessions, F&B, car park, advertising, utilities, etc.


• Oversee OPEX management, inventory control, fixed assets & depreciation, and maintenance cost tracking.


• Ensure ongoing compliance: tax, audit, financial regulations, aviation governing body requirements (as applicable).


• Liaise with banks, credit partners, government agencies, auditors, and stakeholders.


• Provide financial insights to support strategic decisions regarding airport operations, expansions, and service improvements.

2. Job Requirements


• Bachelor's degree in Accounting, Finance, or related field; CPA/ACCA is a strong advantage.


• At least 10–15 years of accounting experience, including 5+ years as Chief Accountant / Finance Manager.


• Solid background in construction, infrastructure, real estate development, or large CAPEX projects.


• Priority for candidates with experience in airport operations, aviation services, airport finance, or organizations under the aviation ecosystem.


• Strong knowledge of Vietnamese accounting standards (VAS), tax regulations; IFRS knowledge is a plus.


• Strong leadership and ability to build teams in a fast-moving project environment.


• Excellent analytical, reporting, and cross-functional coordination skills.


• Ability to work under pressure and manage complex, multi-phase investment projects.


• English proficiency for working with foreign consultants, investors, or airport operators.
