**Job summary**:
Position: CW Procurement Officer

Project: Wastewater Treatment Plant

Line Manager: CW Procurement Officer -> Head of Procurement -> Project Director

Location: Ho Chi Minh City

Duration: Per Contract

**Responsibilities**:

- To manage the CW Subcontractors and CW Material suppliers, proposing alternative providers and carrying out the homologation and evaluation processes.
- To be responsible of the required procurement processes, specifically, to propose several subcontractors specifically from Vietnam or different solutions, to request and evaluate the quotations, to negotiate the first rounds, prepare commercial comparatives, to follow up the commercial conditions of the contract.
- To look for cost saving opportunities by proposing alternatives to the existing procurement processes.
- To collaborate with others the departments to ensure the expected information management inside the organization.
- Implement any activity, process or strategy which will improve the competitive advantage of the company, in consultation with and the approval of the Procurement Manager. Ensure the maintenance of company good name and reputation through the demonstration and practice of the highest standards of ethical conduct.
- Comply with the company’s policies (disciplinary, etc )

**Experience requirements**:

- Check the requirements received are fulfilling with the procedures of the JV
- Identify potential suppliers and share the RFPs with them to receive competitive offers
- Check and analyze the prices of the mechanical offers.
- Be familiarized with Vietnamese suppliers for pipes, puddle pipes, metallic structures, and associated accessorizes.
- Follow up the quotations submission and reply technical and commercial clarifications from suppliers with the support of Technical Dept. if necessary.
- Negotiate with suppliers the first-round pricing, guarantees and payment methods
- Follow up of Supplies subcontractors contracts
- Receive all Purchase Request Dossier from Procurement Manager and/or requesters
- Check Purchase Request details and advice the requester in case of missing information (work destination, technical specificities, expected delivery date ).
- Issues CFT to prequalified bidders
- Receive bids from all bidders and organize meetings.
- Dispatch technical bid to Engineering / Document and coordinate all clarifications with the bidders during technical and commercial evaluation stage
- Prepare the Commercial Bid Evaluation and forward to Procurement Manager for approval together with the Technical Bid Evaluation approved
- Prepare and compile Order documents upon approval by PD / DPD
- Place Order and handover to the Procurement Manager
- Assist Procurement Manager to ensure receipt of the Order acknowledgment without reservation
- Issues Request for works and receive quotes from subcontractors
- Dispatch technical specifications to the requester for approval / Coordinate all clarifications needed with subcontractors
- Prepare the Commercial Bid Evaluation and forward to Procurement Manager for approval
- 1st negotiation with subcontractors of commercial conditions
- Create the Order in CASSIUS and make it approved via DEMAT. Call and push relevant persons if approvals take too long
- Once approved, follow up the signing of the Order
- Prepare KOM with subcontractors
- Stick to the procurement procedure
- Create and follow local procurement KPI

**Education requirements**:

- Engineer
- Minimum 5 years of experience handling Suppliers and CW Subcontractors within the procurement department, preferably in water sector
- Excellent diagnostic and problem-solving skills
- Excellent communication within the Construction Department and Finance Department
- Fluent in English and Vietnamese
- Outstanding organizational and time-management skills
- Ability to work cooperatively with persons from other trades
- Time management skills
