PATH is currently recruiting a Technical Officer for Fleming Fund, Vietnam country grant, and data analysis in other projects at PATH.

This position will report to PATH's Hanoi office and work closely with the PATH Fleming Fund project team in Vietnam and the FHI 360 Fleming Fund team (the Prime).


Responsibilities:


The Technical Officer - Data Analyst - will be responsible for coordinating, implementing, monitoring, and reporting activities for the FF.

This position will be responsible for oversight of activities related to strengthening the capacity and systems fo Antimicrobial Resistance/ Antimicrobial use/ Antimicrobial consumption ( AMR/U/C) surveillance in humans and animals.

Specific responsibilities may include but are not limited to the following:

  • Provide technical assistance to reference and regional animal and human health laboratories and AMR/U/C surveillance sites to collect, refine and analyze the AMR/U/C surveillance data.
  • Develop the draft standard requirements for microbiology indicators for human health and animal health laboratories, focusing on AMR for a one-health approach.
  • Support the Ministry of Health (MOH) and the Ministry of Agriculture and Rural Development (MARD) to ensure the successful implementation and utilization of project software systems for data collection and analyzing data related to AMR/U/C.
  • Collaborate with information technology (IT) vendors to oversee the management, maintenance, and upgrades of existing project-supported AMR reporting systems.
  • Work with IT vendors and implementing partners to develop the AMC data capturing platform and data dashboard in the human health sector.
  • Design, develop, and deliver training programs on data collection and analyzing data related to AMR/U/C.
  • Collaborate with the consultant team and stakeholders on FF activities, including technical meetings, workshops, assessment implementation, data processing, and action plan proposal documents.
  • Provide support such as troubleshooting, updating work plans, preparing reports, and coordinating and monitoring program activities.
  • Perform other tasks and relevant duties as required

Required Experience and skills:

  • Bachelor's degree in health data science or related field, or public health with experience in Hospital Information System (HIS). Advanced degree preferred. 25 years of in Monitoring and Evaluation, Project Cycle Management, or Statistics, managing and conducting epidemiological and/or social scientific research and surveillance. Experience in AMR/U/C systems analysis, and/or requirements development for a AMR/U/C systems preferred.
  • Working knowledge of electronic health records, local and international health data exchange standards, and systems interoperability approaches preferred.
  • Experiences on AMR/U, The microbiology laboratory database software (WHONET) and LIS/ HIS is an advantage.
  • Strong data analysis and data presentation skills using tools such as Power BI and Excel, SPSS, R, or Python.
  • Familiarity with database management using Structured query language (SQL) for efficient data storage and retrieval.
  • Experience working effectively with government counterparts at national and subnational levels.
  • Knowledge of global health security principles, Health Regulations, and infectious disease surveillance.
  • Ability to oversee data collection at various levels to ensure accuracy and clarity of data interpretations.
  • Ability to convey information effectively through engaging data visualizations.
  • Demonstrated ability to multitask and thrive in fastpaced, highpressure situations.
  • Ability to work collaboratively across disciplines and support diverse team members in completing tasks.
  • Strong communication and problemsolving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
  • Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and nontechnical colleagues.
  • Wellorganized and detailoriented with good followthrough.
  • Strong interpersonal skills and ability to work effectively as a team in a fastpaced, multicultural, international environment.
  • Excellent written and oral communication skills in both Vietnamese and English.
  • Willingness and ability to travel within Vietnam up to 30%.
