Culmen International is seeking to hire a Technical Program Management Specialist, with a focus on Health Systems Strengthening, to support the CDC and the PEPFAR programs in Vietnam. The place of performance for this job is Hanoi, Vietnam.
Roles & Responsibilities:
- Provide senior level expertise and guidance in assigned technical area Health Systems Strengthening (HSS) that will support CDC/PEPFAR technical HSS activities.
- Serve as the technical HSS expert and liaison for CDC with other PEPFAR related entities including, but not limited to, the United States Agency for International Development (USAID), the PEPFAR Coordinators’ Office (PCO), the Vietnam Government, CDC partners, media and public communications channels, etc.
- Coordinate programmatic technical assistance with other CDC staff, provide planning and management oversight support for assigned cooperative agreements between CDC and Vietnam government or nongovernmental organization (NGO) partners
- Provide leadership support including strategic planning and programmatic guidance, for HSS activities to CDC, PEPFAR technical workgroups, and to selected governmental partners. This may include the development of strategies, policies, tools, and evaluations to improve the quality of HSS activities in Vietnam; and serve as a technical co-lead on the multi-agency technical workgroup in this technical area.
- Serve as the CDC POC for community activities, with a primary focus on community influence in the public sector for health services, but also liaising on issues related to social contracting, HIV policy, stigma and discrimination, private sector engagement, social enterprises, and related areas.
- Coordinate with the CDC Vietnam technical leads to review assigned annual cooperative agreement proposals for technical content. Provide technical content for HSS technical activities in CDC cooperative agreements.
- Provide communications services including but not limited to talking points for leadership, creation and review of Powerpoint slide decks for leadership, summaries for external media and internal USG communication platforms, and briefing papers for high-level visitors.
- Aid and advise to support ad hoc activities, including activities related to public affairs, high-level political or agency visits, etc.
- Assist in coordination of technical teams to produce key COP deliverables including the above-site tool and overall budget.
Basic Qualifications:
- The contractor must possess a master’s level degree in public health, social sciences, public administration, or a related field
- The contractor must have at least two years of post-graduate work in public health, public programs, or a related area.
- The contractor must have international work experience in Vietnam.
- Only U.S. citizens or non-U.S. citizens who have lived in the U.S. at least three of the last five years are eligible to provide services under this task order. The exception to this is an incumbent non-U.S. citizen contractor employee with current, valid security clearance for physical and logical access to CDC and embassy facilities and network.
