IT Planning

**RESPONSIBILITIES**:
**Planning & Strategy (30%)**
- Develop the department’s goals and objectives in meeting the bank’s business priorities and missions.
- Establish relevant business plan and strategy and drive the plan towards attaining the goals/objectives.
- Develop and drive the department KPI targets / Balance Scorecard and assess performance against the targets.
- Prepare, gather, analyze and/or interpret external or internal data so as to develop financial, operation and project reports for management / senior management’s consumption.

**IT Program / Project Management (30%)**
- Develop and drive structured IT Portfolio management practice.
- Organize, coordinate and track IT programmes, projects and operations and management reporting.
- Develop and maintain structured management reporting framework.

**IT Audit/ Regulatory report and examination (30%)**
- Lead and manage IT audit and regulatory examination to conduct fieldwork and determine management response.
- Prepare and review periodical regulatory examination and report following all the governance of State Bank of Vietnam (SBV) under local regulations.

**Financial Management (10%)**
- Drive the department’s financial, budget and tax management.
- Gatekeep and ensure adherence to prevailing Financial / Taxation / HO policies, guidelines and operating processes.
- Develop and drive structured oversight of contracts, SLA, vendorship from financial/budgetary and Technology governance standpoint.
- Develop and drive structured resource management framework for human resources and budgetary sustainability and adequacy.
- Develop and drive financial management processes or workflow innovation or automation to optimize efficiency.

**REQUIREMENTS**:

- University degree or master’s in Computer Science, Manage Information Science, Commerce / Business Administration, Banking and Finance or equivalent
- English level: Upper intermediate and advanced level who can express themselves fluently, flexibly, and effectively for all purposes.
- Minimum 10 years of working experience in Mid to Large cap banks
- Strong experience in planning and coordinating with business and IT teams to establish IT strategy and provide regular tracking/reporting.
- Strong PMO experience and/or Portfolio Management, program or project coordination from Technology Department.
- Good knowledge / experience in managing IT financial, budget, and resources.
- Good knowledge / experience in cost management and optimization.
- Deep understanding Vietnam local regulatory reporting,
- Deep understanding of strategic IT planning and compliance check.
- Basic understanding of banking systems
- Basic understanding of hardware, middleware, Network and cloud based solution.
- Basic understanding of system security and cyber security.
- Basic understanding of traditional banking product & operation as business domain knowledge.
