**UNICEF Viet Nam**:
Globally, Viet Nam is among the most affected countries by climate change. Each year, increasingly intense and unpredictable weather events cause fatalities and extensive damage to infrastructure, such as schools and health centres, and impact on the livelihoods of already disadvantaged communities in urban and rural areas.

Children are especially affected by these natural disasters. Access to food, water, education and healthcare is threatened and the pressure on communities - resulting from loss of income and assets - increases children’s exposure to violence, exploitation and abuse. Women also tend to be disproportionately impacted, further increasing negative effects on children, as they may be less able to provide sufficient nutrition or care.

UNICEF is working to help Viet Nam strengthen the ability of its children, families, communities and government bodies to deal with climate change-related natural disasters, with a specific focus on reducing child vulnerabilities. We support government to reduce risks, plan for natural disasters and ensure vulnerable populations are better prepared to withstand climate change shocks. Building resilience to these shocks within families and communities is paramount in this context.

With a growing evidence pool based on monitoring of climate and weather patterns pointing to a substantial risk of climate-related emergencies negatively impacting the region and Viet Nam in both the short
- and long-terms, and with the ratification of several international agreements putting the heat on Viet Nam to take a robust approach to tackling climate change impacts, UNICEF has developed a vision that recognizes the importance of supporting humanitarian responses to disasters with longer-term and sustainable development work.

At the heart of UNICEF response are the Core Commitments for Children in Humanitarian Action (CCCs). The CCCs form the core UNICEF policy and framework for humanitarian action and are mandatory for all UNICEF personnel. Grounded in global humanitarian norms and standards, the CCCs set organizational, programmatic and operational commitments and benchmarks against which UNICEF holds itself accountable for the coverage, quality and equity of its humanitarian action and advocacy.

**Purpose of Activity/Assignment**:
To work in close collaboration with UNICEF Country Office and external partners in providing sector-specific technical assistance for early action, emergency response and recovery. Target sectors and auxiliary technical areas include:

**Scope of Work**:
UNICEF Viet Nam aims to establish a pre-screened pool of Emergency national and international consultants for rapid deployment (within 24 hours to 7 days if a rapid onset emergency is triggered). Consultants are to collaborate closely with UNICEF Country Office and external partners to support planning, early actions, response and recovery.

Rostered consultants are to provide technical assistance once an emergency is triggered as follows:

- Early actions: Emergency consultants may be involved in establishing and implementing early actions, which can involve developing emergency response plans, reviewing existing data of key indicators identifying existing vulnerabilities, and recommending proactive measures to minimize the impact of emergencies.
- Planning and need assessment: Emergency consultants develop comprehensive emergency response plans with stakeholders such as government agencies, organizations, and communities. During an emergency, consultants provide support to conduct needs assessments to determine the immediate requirements of affected children, families and communities. This involves identifying gaps in response and prioritizing interventions. Consultants work closely with national and local authorities, humanitarian
