I. JOB PURPOSE

Serve as the strategic leader and primary point of accountability for all human resources and training functions across the organization. Responsible for developing, executing, and overseeing an integrated HR strategy that aligns with the company’s overall business objectives. Ensure that the organization has the right people, in the right roles, at the right time, and that human capital is effectively leveraged to drive performance and growth.

II. KEY RESPONSIBILITIES

1. HR Strategy & Policies
- Develop and implement a comprehensive human resources strategy that supports and advances the company’s business goals.
- Advise executive leadership on key issues related to talent strategy, workforce planning, organizational design, and leadership capability.

2. HR Business Partnering & Organizational Development
- Lead and operationalize the HR Business Partner (HRBP) model to directly support business units in achieving their goals.
- Manage the organizational structure, workforce planning, job analysis, and competency models.
- Design and implement effective organizational development initiatives to enhance organizational agility and capability.

3. Learning & Development
- Design and execute end-to-end learning & development frameworks, including Training Needs Analysis (TNA), curriculum development, delivery, and post-training impact assessment.
- Manage the training and development budget, implement talent development initiatives, and lead succession planning programs to build a sustainable leadership pipeline.

4. Talent Acquisition & Employer Branding
- Oversee and lead the end-to-end recruitment process for mid-to-senior-level positions, ensuring strong alignment with organizational needs and cultural fit.
- Strengthen the company's employer branding both internally and externally to attract top-tier talent.

5. Corporate Culture & Employee Engagement
- Champion and foster a transparent, collaborative, and high-performance organizational culture.
- Lead internal communication efforts, employee engagement surveys, recognition programs, and initiatives that improve employee morale and retention.

6. Compliance & HR Reporting
- Serve as the official representative for HR compliance matters with government and regulatory authorities.
- Develop and monitor key HR metrics and reports, including headcount, training ROI, labor productivity, and HR budget utilization.

III. REQUIREMENTS

1. Education
- Bachelor’s degree or higher in Human Resources, Business Administration, Economics, Law, or a related field.
- Preferred: International HR certifications such as SHRM, CIPD, SPHR, etc.

2. Experience
- Minimum of 10 years of progressive HR experience, including at least 5 years in a senior HR leadership role.
- Prior experience in structured and dynamic environments such as multinational corporations (FDI), large manufacturing or tech companies, FMCG, or banking sectors.
- Proven track record in:

- Designing and delivering in-house training programs
- Building and nurturing a strong corporate culture
- Implementing and managing KPI/OKR-based performance systems

3. Core Expertise
- Comprehensive HR management: recruitment, learning & development, C&B, performance management, and organizational development.
- Deep knowledge of competency frameworks, learning paths, career development planning, and performance measurement systems.
- In-depth understanding of Vietnamese labor laws, social insurance, and personal income tax regulations.

4. Personal Competencies
