**JOB SUMMARY**:
Chief HR Officer leads all aspects of People, Culture and Organization Development including but not limited to hiring, training & development, performance management, engagement and retention to ensure that the Business has the right size and right skill workforce to drive business performance, achieve goals and deliver its vision. Chief HR Officer will play the role of Business Partner to provide Executive team, Business Leaders and Management full range of strategic advisory, people champion and change management. This position is also responsible for a wide range of strategic planning and initiatives, including the creation and implementation of organizational strategies, an inclusive organizational culture, maintaining employee relations and cultivating a culture that promotes productivity, creativity, innovation, and growth.

**JOB RESPONSIBILITIES**:
**Workforce Management**
- Regular scan updates on regulations, government programs related to labor, employment trend, talent sources and HR best practices
- Align HR strategy, goals, and objectives with organizational strategy and objectives to achieve organizational success and to create value for stakeholders
- Conduct workforce planning to to identify the organization’s current and future needs for knowledge, skills, abilities, and other characteristics and then provide an adequate supply of qualified individuals for jobs to deliver business plan and achieve business goals.
- Assess talent risk and determine strategies, staffing solutions (flexible staffing and restructuring, talent management and succession planning ) to address, develops bench strength for succession
- Develop, monitor and evaluate effectiveness of staffing supply sources
- Maintain a realtime database of workforce profile (employee demographics, skills, competencies, and performance levels, employees’ expected retirement dates, their pay grades, and other factors that help explain the workforce’s composition)
- Establish a formal knowledge management system and critical success factors
- Develop HR strategies and define approaches to attract, motivate, develop and retain talent.

**Culture**
- Oversee the creation and implementation of programs that shape organization culture, embrace core values, encourage safety, ethical, innovation and inclusivity (including new hire selection and orientation, recognition, disciplinary, employee communication, training, leadership development and selection, performance management)
- Set standards for workplace behaviours, rules and regulations and enforce those standards.
- Guilde Managers, HODs and BOMs to integrate the company culture and core values into everyday activities (display, daily conversation)
- Regular to conduct and review employee engagement and satisfaction survey to identify opportunity to improve working environment and leadership

**Organization Effectiveness and Development**
- Maintain and grow organizational effectiveness and efficiency through planned interventions.
- Provide strategic advisory on organization structure, workforce skills and development.
- Examine all organizational problems in terms of integrating HR solutions to maximize return on investment (ROI), profit, revenue, and strategic effectiveness.
- Evaluate all proposed business cases for HR projects and initiatives
- Ensure that the ROI for all HR initiatives adds to organizational value
- Build and manage HR budget
- Establish and monitor effective performance management systems (goals setting; goals communication; growth conversation; ongoing feedback, documentation of performance issues, annual performance evaluations, and performance improvement plans)
- Partner with Leadership team, HODs and Managers to lead and facilitate change

**Employee Experience**
- Continuously monitor employee experience and employee engagement via enployee engagement survey, employee relations grievances, pulse survey, new joiner survey, exit survey, stay interview, 360-degree feedback, speak up box
- Provide coaching and support to leadership on people matters.
- Develop HR policies and processes to improve employee value proposition and employee experience
- Create working envinronment that promote wellbeing, trust and inclusion.
- Define company’s common purpose and create programs and platform that celebrate the impact of each individual’s contributions.

**Supervisory Responsibility**
- Direct and lead the team to achieve Hospital growth goals and targets
- Identify, recruit, motivate and develop a high-performing and productive team to deliver Department plans and activities.
- Provide guidance and resources to help employees improve skills and advance in their careers.
- Manage staff performance and provide frequent constructive feedback for staf
