**Degree**: Bachelor’s degree in supply chain management, logistics, or business administration

**Required Knowledge**:

- Proven experience managing supply chain operations.
- Experience using supply chain management software and tools, including Oracle, SAP Ariba, and/or Envision.
- In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
- Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership technique, production methods, and coordination of people and resources.

**Required Skills**: competent in supply chain management software and tools, including Oracle, SAP Ariba, and/or Envision, Negotiation Skills, Vendor Management, Contract Management, Financial Acumen, Project Management, Problem-Solving Abilities, Analytical Skills, Ethical Judgment.

**Primary Responsibility**:

- Leading and executing procurement operation in a safe and ethical manner. Ensuring strict compliance with all relevant procurement policies and standard for procurement team and all relevant departments in the whole company. Maximizing value from procurement activities for the company in a sustainable way both in short and long terms.
- Developing procurement strategies that are inventive and cost-effective while fitting with company business operation and strategy.
- Coordinating with group procurement on strategic procurement agenda for Vietnam. Ensuring sufficient group support for the country for existing business operation, M&A and greenfield project development
- Developing and maintaining procurement policy, standards and SOP as required for Vietnam. Ensure all the procedures are in line with the group policy and standards while be practical and relevant for company operation in Vietnam taking into account local regulation and practice.
- On-boarding or developing procurement functions in new assets. Ensuring that procurement operation of new assets are embedded into Sembcorp in a planned, structured and effective manner. Willing to travel to asset location frequently for procurement support especially in early integration period.
- Sourcing and engaging reliable suppliers and vendors. Negotiating with suppliers and vendors to secure advantageous terms. Building and maintaining long-term relationships with them to ensure reliable supply and optimum value delivery for the company.
- Managing existing contracts with suppliers and vendors to ensure on-going feasibility. Monitoring contracts and taking actions to ensure key contracts are negotiated, renewed or terminated in a timely and effective manner.
- Managing PR/PO process effectively while achieving strict compliance. Ensuring smooth coordination with all relevant departments for strong procurement support to the whole company.
- Performing risk assessments on potential contracts and agreements. Managing contract performance following all relevant procurement policy requirements.
- Controlling the procurement budget and promoting a culture of long-term saving on procurement costs.
- Ensuring that SAP/S4Hana related procurement activities are executed timely and effectively inline with all relevant rules and regulations.
- Preparing procurement reports as required by the company or the group.
- Develop strong procurement workforce for Vietnam. Attract external talents into the team at an appropriate pace to grow procurement team to ensure sufficient procurement resource to support company business operation and growth effectively.
