**BACKGROUND**:
**IRD VN** is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

We are looking for a qualified, independent, experienced and functional HIV Program Officer to assist with the execution of duties.

**MAIN DUTIES AND RESPONSIBILITIES**:
The HIV/TB Program M&E Officer will collect, validate, analyze, and report data to facilitate service delivery, research and donor relations and they will report to the HIV Programs Manager based in Ho Chi Minh City, as well as a cross-cutting M&E team based in Ho Chi Minh City.

This position will be responsible for the following activities:
**TB screening and diagnostics on people living with HIV/AIDS**
- Work with provincial CDC and provincial lung hospitals to develop detailed plans and budgets for research activities
- Coordinate training on research SOPs with staff from HIV outpatient clinics (OPCs)
- Supervise research project implementation
- Review data reports produced by the M&E team and make data-driven decisions to improve implementation
- Support HIV OPC staff to collect and compile research study data
- Manage the supply of diagnostic commodities being sent to HIV OPCs
- Support dissemination of research findings with local and international stakeholders
- Support the development of donor reports

**HIV/TB program data use**
- Coordinate data collection with a diverse field team directly employed by IRD VN and the government of Viet Nam
- Assist in training new field staff on data systems and study SOPs
- Provide technical assistance for HIV testing and counseling and HIV treatment sites to improve the quality of data and the use of data to enhance performance
- Develop and update codebooks for electronic data collection tools
- Analyze data and make presentations for team members to facilitate data-driven programming
- Develop and upgrade data visualization dashboards
- Support calculation and verification of performance-based incentives
- Support collection and verification of private-sector HIV treatment data
- Analyze program data for quarterly donor reporting
- Ensure Data quality assurance activities
- Facilitate operational research studies or surveys (key population estimate )
- Complete accounting forms for payments that arise during the implementation of project activities
- Coordinate with the team to deploy logistics for arising activities during the project implementation
- Other activities requested by IRD VN management

**REQUIRED EXPERIENCE/SKILLS**:

- Experience working in data on health programs or health research, particularly for HIV
- Fluently English is a plus
- Familiarity with Excel and Google Sheets
- Detail oriented with exacting standards to maintain accuracy and impartiality in all work products
- Strong verbal and written communications skills
- Ability to work well in a team setting; work well with all project staff, GVN counterparts, and other partners
- Ability to balance numerous tasks simultaneously and meet tight deadlines
- Willing to travel
- Familiarity with Power BI and Excel - Pivot table
- Familiarity with the national HIV reporting standards, e.g., Circular 05, reporting systems, e.g., HIV INFO, PEPFAR MER indicators, and/or Global Fund indicators preferred
- Familiarity with National HIV treatment guidelines, HIV care infrastructure as well as donor landscape and they're implementing partners is a plus
