Người đảm nhận công việc có trách nhiệm hỗ trợ Giám đốc Đảm bảo doanh nghiệp, thực hiện công tác giám sát đặc biệt và đảm bảo các hoạt động của bộ phận được phân công liên quan đến các mảng của TCB tuân thủ các quy định nội bộ và quy định bên ngoài.

**Key Accountabilities (1)**:

- Chịu trách nhiệm Giám sát đảm bảo hiệu quả của:

- Quản lý rủi ro, kiểm soát nội bộ, tuân thủ pháp luật, quy định nội bộ và các hoạt động ảnh hưởng trực tiếp / gián tiếp đến hoạt động giám sát trọng yếu
- Hoạt động của các bộ phận thuộc chức năng kiểm tra / kiểm soát
- Kế hoạch giám sát
- Hỗ trợ Giám đốc rà soát việc thực hiện của bộ phận giám sát trọng yếu trong việc đảm bảo tuân thủ kế hoạch đã được cấp có thẩm quyền phê duyệt và đảm bảo các chính sách, tiêu chuẩn và phương pháp luận được thực hiện.
- Xây dựng và triển khai các chương trình, kế hoạch hành động nhằm thúc đẩy Văn hóa tuân thủ mạnh mẽ tại các đơn vị được giao nhiệm vụ giám sát, đóng góp và hỗ trợ việc thực hiện các mục tiêu của tổ chức.
- Đóng vai trò là người dẫn đầu trong Quản lý tuân thủ các hoạt động được giao và đối tượng giám sát.
- Chịu trách nhiệm tư vấn xây dựng, thực hiện, đánh giá kết quả hoạt động và cải tiến liên tục các chương trình / hoạt động nâng cao năng lực tuân thủ phù hợp với phạm vi giám sát được giao.
- Chịu trách nhiệm giám sát việc xây dựng các nghĩa vụ tuân thủ tại các đơn vị được giao nhiệm vụ giám sát.
- Hỗ trợ và phối hợp với đơn vị được kiểm tra trong việc đánh giá và đo lường các nghĩa vụ tuân thủ và tình trạng tuân thủ của đơn vị chịu trách nhiệm
- Định kỳ tổng hợp và báo cáo Ban Giám đốc và Giám đốc Đảm bảo doanh nghiệp về thực trạng, xu hướng và tình trạng tuân thủ của các đơn vị trong phân khúc GSDB và xây dựng các kế hoạch hành động nhằm ngăn ngừa và giảm thiểu rủi ro.
- Phân tích dữ liệu về các nghĩa vụ tuân thủ theo yêu cầu của HOD
- Định kỳ báo cáo cho HOD và ban quản lý về tình trạng tuân thủ của phân đoạn giám sát đặc biệt và đề xuất các kế hoạch hành động để ngăn ngừa và giảm thiểu rủi ro tuân thủ
- Tham vấn và làm việc với Giám đốc và các nhóm Giám sát đặc biệt cho các hoạt động sau:

- Phát hiện và ngăn chặn các hành vi vi phạm
- Xử lý, điều tra, thực hiện giám sát, phân công trách nhiệm, đề xuất các biện pháp khắc phục và báo cáo cho HOD và quản lý đối với các vi phạm tuân thủ nghiêm trọng.
- Theo dõi, báo cáo kết quả xử lý vi phạm theo quyết định, kết luận của cấp có thẩm quyền và tổ chức thực hiện;
- Chịu trách nhiệm cung cấp ý kiến về các tài liệu liên quan đến tuân thủ và các hoạt động giám sát đặc biệt cụ thể cho từng phân khúc

- Công tác Giám sát đảm bảo
- Lập kế hoạch giám sát định kỳ
- Phân tích, xây dựng và lập kế hoạch cho các hoạt động đánh giá và giám sát hàng năm của bộ phận theo chỉ đạo của Giám đốc với cách tiếp cận xác định các khu vực có rủi ro cao và xem xét các nguồn lực sẵn có, năng lực của từng cá nhân và ước tính ngân sách.
- Định kỳ tham gia xem xét, đánh giá các rủi ro và đề xuất điều chỉnh kế hoạch (nếu có).
- Đảm bảo việc thực hiện các hoạt động giám sát tuân thủ kế hoạch, mục tiêu, phạm vi và nội dung giám sát đã được cấp có thẩm quyền phê duyệt. Tuân thủ quy trình, quy phạm, tiêu chuẩn chất lượng hoạt động giám sát của TCB và các quy định khác có liên quan trên cơ sở đánh giá, đảm bảo hiệu lực, hiệu quả của:

- quản lý rủi ro, kiểm soát nội bộ và các quy định nội bộ đối với các hoạt động quan trọng
- hoạt động của các chức năng kiểm tra và kiểm soát
- Chủ động xác định, đánh giá và báo cáo kịp thời cho các Đơn vị, hoạt động và đối tượng có rủi ro lớn phát sinh trong phạm vi giám sát được phân công.
