Senior Officer, Funding and Liquidity management :

The job holder responsible for:
'Reporting directly to the Director on the assigned tasks, including the work related to the content of liquidity management and balance sheet optimization and other assigned tasks.

Key Accountabilities (1):

  • Propose to the Director of Funding and Liquidity management the plan of the balance sheet optimization and liquidity management, ensure that it follows the direction of ALCO and the reserve requirement, and the ratios prescribed by SBV and other regulations, TCB's internal limit.
  • Daily liquidity management:
  • Transfer fund from HO to branches and between Techcombank's Nostro accounts, monitor payment amount at each time.
  • Update cash flow in/out of Banking book to control Required Reserve and Nostro.
  • Lending/borrowing transaction with Trading Department of GTS.
  • Separate the solvency ratio for each book (Banking book and Trading book) at the beginning of the day and forecast at the end of the day
  • Follow up the customers' foreign currency payment requests to coordinate with FX to perform transactions for customers.
  • Coordinate the implementation of special payment requests and handle arising problems affecting the bank's liquidity.
  • Longterm liquidity management:
  • Make an appropriate liquidity plan based on the forecast of cash flow and surplus fund of the Banking books.
  • Lend and borrow funds through WB FI when necessary.
  • Forecast the solvency ratio in the next 14 days of total bank and Banking book, trading book.
  • Coordinate to implement liquidity stress tests of total bank.

Key Accountabilities (2):

Propose long-term fund optimization plans to the Director of Funding and Liquidity management, implement in detail on a daily basis based on the agreed contents:

  • Adjust deposit structure of Market1/Market2 respectively to increase NII for the bank.
  • Optimize fund by financial instruments with reasonable quantity, term, market interest rate
  • Coordinate with GTS' Trading Department to make plans on liquidity, fund optimization, ratio management
  • Manage the Government bond portfolio of the Bank book
  • Update and analyze government bond market information from FI, jointly making plans to buy/sell.
  • Update and report on the Government bond list.
  • Carry out depository transfer, pledge valuable papers.
  • Monitor warning thresholds, recommend and review the market risk limit of the liquidity and investment portfolio.
  • Interest Rate Risk Management
  • Manage and comply with the interest rate risk limit on the banking book.
  • Evaluate the effect of interest rate gap on NII, make recommendations on internal cost price mechanism (FTP) to adjust the structure of interest rate gap and insurance packages for interest rate risk of banking books in highrisk terms.

Key Accountabilities (3):

  • Operate FTP and coordinate with ALM và support ALCO to build, manage, and adjust FTP/ALM policy
Daily FTP operation

  • Check and answer other business unit's inquiries related to FTP mechanism.
  • Import special FTP code on system.
  • Import MIF transactions with WB bond on Kondor according to the agreed mechanism.
  • Implement special fund transfer programs
  • Proactively propose or receive, analyze and evaluate the feasibility of the proposals of the Business Division.
  • Implement operational steps to put the approved incentive program into the core banking system.
  • Receive/ make periodical reports to evaluate the effectiveness of the incentive program, make timely recommendations.
  • Coordinate with ALM to build, manage and adjust policies on FTP/ALM mechanism
  • Management and operation of internal cost pricing mechanism FTP.
  • Analyze the capital structure of the bank portfolio, the profit of the bank portfolio (mismatch pool) to propose appropriate ALCO adjustments.
  • Participate in projects to build mechanisms and operate FTP/ALM.
  • Daily profit management, periodic forecasting and building profit plan (budget) of Funding and Liquidity management
  • Build budget: Based on the budget of division, plan actions to build profit plan Liquidity và balance sheet optimization.
  • Analyze profit from TFC report: forecasting profit of Liquidity segment và optimizing current and upcoming month's balance sheet.
  • Adjust

FTP:
Review and approve the adjustments arising in the month.

  • Mentor and train for Experts,Senior Officers, Officer of Funding and liquidity management.
  • Perform other related tasks as required by the Director of Funding and Liquidity Management.
