Request for Proposal (RFP): Research firm to develop Vietnam M&E Framework and conduct the base-line evaluation to support the implementation and monitoring of the National Strategy

Background


The Ministry of Health in Vietnam has recently coordinated the development of the National Strategy on Antimicrobial Resistance (AMR) Prevention and Control, outlining a comprehensive plan to address the growing threat of AMR in the country.

This strategy, which covers the period from 2023 to 2030, with a vision towards 2045, highlights the importance of rational and responsible use of antimicrobial agents in humans, animals, and plants as a fundamental approach to combatting AMR.


The strategy emphasizes that preventing and controlling AMR is a crucial and ongoing task that requires the collaboration of various ministries, sectors, and organizations.

The health and agriculture sectors are identified as key players in this effort, along with the involvement of Party committees, governments, the Fatherland Front, and other political-social and professional organizations.

By working together, these stakeholders can address the multidimensional challenges posed by AMR and implement effective preventive measures.


Protecting the health of the population is the primary goal of the strategy, with a focus on proactive measures to prevent infectious diseases and control infections.

Strengthening the healthcare and veterinary systems is identified as a key priority to enhance their capacity in preventing, detecting, diagnosing, treating, and monitoring AMR.

This includes improving the rational use of antimicrobial agents and developing robust monitoring and evaluation mechanisms to ensure their appropriate utilization.

The successful implementation of the strategy relies on adequate resources, with the state budget playing a leading role. Additionally, mechanisms will be put in place to attract resources from organizations, businesses, individuals, and international sources.

These resources will be directed towards raising awareness, promoting behavior change, developing policies, providing professional guidance, offering training programs, and strengthening the monitoring systems for resistance, use, and consumption of antimicrobial agents.


Looking towards the future, the vision until 2045 is to slow down the progress of AMR and minimize its impact on human health, animal health, and socio-economic development.

By adopting a comprehensive and proactive approach, Vietnam aims to protect the well-being of its population, preserve the environment, and support sustainable economic growth.

As the focal point for AMR within the Ministry of Health (MOH), the Medical Services Administration (MSA) in Vietnam plays a critical role in coordinating and implementing strategies to address antimicrobial resistance.

To ensure the successful implementation and ongoing monitoring of the National Strategy on Antimicrobial Resistance Prevention and Control in Vietnam for the period , with a vision towards 2045, the Ministry of Health (MOH) recognizes the need for a robust Monitoring and Evaluation (M&E) framework.


The Vietnam Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFP) is committed to the effort by providing evidence to addresses critical gaps in antimicrobial-resistant combat in Vietnam and strategic development and monitoring of the National Strategy.

In order to provide technical support and research-based evidence to the coming National Strategy, FHI 360 under FFP expects to develop a comprehensive M&E framework, review baseline indicators, develop the measurement items, and conduct a baseline evaluation of key indicators for the National Strategy on AMR Prevention and Control.


Now we are seeking to recruit a research firm that will provide technical expertise and support to the MOH in developing a comprehensive Monitoring and Evaluation Plan, review Baseline Indicators, develop the measurement items, and conduct a baseline evaluation of key indicators and targets for the National Strategy on AMR Prevention and Control.
