Overview:
The Indo-Pacific Opportunity Program (IPOP) is a 4-year, regional activity in the Indo-Pacific region designed to address the Public Financial Management (PFM) objectives under the Indo-Pacific Strategy (IPS). It aims to create inclusive and sustainable economic growth, encourage regional cooperation, promote good governance, and improve the management of institutions. IPOP will focus on improving the macroeconomic policy and trade environment in the target countries. It also aims to strengthen democratic institutions to oversee PFM and implement sustainable infrastructure projects. IPOP is designed to contribute to four intermediate results:

- Improve trade and investment policy and capacity;
- Strengthen ability to implement sustainable and high-quality infrastructure projects
- Improve macroeconomic and fiscal policy; and
- Strengthen democratic systems to oversee PFM

The purpose of Vietnam Digital Trade (VDT) Activity is to enhance Vietnam’s digital trade eco-system. This will include providing timely and critical technical support through embedded international and local technical advisors, who will provide expertise to address gaps in digital trade and illuminate the direction of the digital trade eco-system for the Government of Vietnam (GVN), with specific emphasis on the timely strengthening of the legal and regulatory framework for digital trade, enhancing the capacity of regulatory institutions to sustain economic growth, and strengthening the private sector’s ability to participate in the digital trade eco-system.

**Responsibilities**:
DevTech intends to hire an Expat/Third Country National/Cooperating Country National to fill the Communication and Outreach Consultant role. He or she will be responsible for developing and managing strategies and procedures for IPOP communications and outreach functions, including but not limited to the following:

- Develop IPOP’s Communications and Outreach Strategy with updates as needed taking into account various activities and events as per the approved work plan.
- In close collaboration with technical experts, develop communications and outreach materials for specific audiences and stakeholders, including for private sector, trade unions, the USAID Mission in Vietnam and Bureaus in Washington, the U.S. Government inter-agency, and the general public.
- Draft talking points, briefing materials, and information packets for presentations as required by IPOP management and USAID leadership.
- Develop content for press releases and media events.
- Create social media content including blogs for various social media platforms including Facebook and Twitter in coordination with USAID’s Development Outreach Communications (DOC) teams.
- Develop visual materials for activity implementation, including infographics and video content reflecting results of activity implementation.
- Strategize and develop content for IPOP events, including conferences, workshops and presentations.
- Prepare briefing papers and other materials for visits by high-level officials in close coordination with technical experts.
- Develop and manage online, print and other communication campaigns to promote USAID work on advancing digital trade in Vietnam.
- Develop and maintain proper records and files of communication and outreach for IPOP management and DevTech’s home office team.
- Any other duties as assigned by the Project Director or Chief of Party.

Scope of Work:
The Communication and Outreach Consultant will report to the Project Director and/or the Chief of Party.

Qualifications:

- Bachelor’s degree in strategic communication, business administration, marketing or related field (Master’s degree preferred)
- At least 12 years of experience in strategic communication and reporting with a bachelor’s degree and at least 10 years of professional experience in strategic communication with a Master’s degree
- Prior experience working on developing communication products including media content and success stories on USAID (and other donor) funded projects
