Job Purpose

Support the implementation of HSE activities at the project site in accordance with the contract, JFEE HSE Management System, and project HSE policy. Supervise daily site operations to ensure compliance with occupational health, safety, and environmental protection requirements.

Main Responsibilities/Major Tasks

Responsibilities / Tasks

Negotiation, Reporting, and Coordination with Relevant Parties

1) Report to Construction Manager for the implementation and any problems in the

execution of HSE program at site.

2) In case of incidents and/or accidents, assist PM/SM/CM in preparing required

documents/reports to JFEE head office and relevant parties, the client, authorities,

and the like.

3) Report the implementation status of HSE management system at site to HSE

Management, and keep/control the HSE records.

Operation and Management of HSE Organization

1) Formulate HSE plan for the project site and obtain client approval as necessary in

accordance with the following requirements;
- Laws and regulations in the project country, regarding occupational health and

safety, and environmental protection
- The contract containing client requirements
- JFEE HQ’s Occupational Health and Safety Management System (OHSAS) and

Environmental Management System (EMS)

2) Organize and operate the site HSE group by hiring HSE staff as necessary.

3) Communicate the details of, and enforce compliance with, the project HSE policy

and HSE plan to JFEE construction site organizations, vendors, sub-contractors,

and site visitors.

4) Conduct instructions/guidance to newcomers to the project site including,

construction site staff and workers, vendors, sub-contractors and site visitors.

Conduct periodical safety instruction/training to site workers.

5) Arrange HSE meetings on a regular basis at construction site.

6) Review and check HSE programs submitted by sub-contractors.

7) Identify hazardous works and activities at the construction site, and enforce

operations in accordance with a work permit which describes precautions for the

work.

8) When necessary, restrict access to a certain working area and/or enforce

entrance/exit controls.

9) Conduct internal audit to monitor/measure HES performance of the project.

Cooperate with internal and external audit conducted by HSE Management and

Control Department of JFEE head office.

10) Continuously monitor implementation of the site HSE plan through routine HSE

patrol, inspection of safety facilities/equipment, and safety drills for emergencies.

Upon detecting any non-conformity, investigate the cause, prepare non
- conformance report, and instruct relevant parties to take necessary corrective and

preventive actions. Report non-conformity to HSE Management and Control

Department in JFEE head office.

11) Collect HSE statistical data to calculate disabling injury frequency rate and to grasp

safety performance result of the construction work.

Report HSE performance to HSE Management and Control Department in JFEE

head office on a monthly basis.

12) Control and keep HSE related documents, reports, and records of the project.

Maintain and control the latest version of HSE/project documents.

Response to Emergency Situations

1) In case of incidents and/or accidents, lead the site HSE organization and

construction staff, and prevent further expansion of such incidents and/or accidents.

Assist Project Manager and Construction Manager in preparing necessary

information and reports to the client, local authorities, and HSE Management and

Control Department in JFEE head office and relevant parties.

2) Prepare incident reports and/or accident reports, and enforce corrective and

preventive actions to related parties of the project.

Technical Skills
- Science and Engineering Degree in Mechanical Engineering, Chemical Engineering, Civil Engineering, and the like
- Knowledge of ISO14000 and ISO45001, and its Management System in Construction Project
- Business English Proficiency (Writing, Communication)

- Prepare project plans, considering the project objectives and the various risks in project implementation
- Communicate and share valuable information at the right time with project members
- Identify problems promptly, analyze possible causes from various angles, develop and execute remedial plans
