Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.**

The Construction Manager will be responsible for providing strategic direction and overall management to the team overseeing all construction matters for the project, with the overall responsibility of ensuring that the works are executed in compliance with contract documents.

**Key responsibilities**:

- Provide day-to-day management and oversight of construction activities to include oversight of all tasks of the implementation contractor
- With the prior approval of the USAID contracting officer or his/her designee, provide all necessary instructions to implementing contractor for modification of work change directives that might affect the cost or duration of the project
- Provide leadership and direction in the development of the Construction Quality Assurance (CQA) Plan, ensuring quality requirements are met throughout project
- Review Implementing Contractor(s) invoices, operation, and maintenance (O&M) manuals, and other technical documents as requested by USAID
- Advise USAID of possible problem situations (technical, legal, political, or otherwise) and construction service contractors’ actions that may adversely impact project implementation or increase risks to USAID
- Review incident reports, ensure remediation plans are developed, executed, and communicated in a timely manner in coordination with the Team Lead (“Chief of Party”) and HSSE Manager
- Manage all day-to-day site coordination and communication issues with the Ministry of National Defense and the Dong Nai People’s Committee’s representative, including but not limited to daily site access and security issues
- Ensure projects are executed safely and within all regulatory and environmental requirements
- Provide miscellaneous supporting services related to the implementation activities as requested by USAID; such services may include additional engineering and design and construction management support to USAID that is not mentioned in the descriptions of services above but is within standard A&E practices related to this IDIQ’s scope
- Perform other responsibilities associated with this position as may be appropriate.

**Qualifications To be successful in the role**:

- Demonstrated knowledge of local and international infrastructure norms (e.g., quality and practices)
- At least 10 years’ experience in the construction sector, with a minimum of five years of experience as a project manager for civil works and/or earthwork
- At least five (5) years’ experience implementing quality management programs for construction projects
- At least five (5) years’ experience and familiarity with hazardous material handling, as well as workplace safety and construction quality assurance
- Professional construction manager and PMP certification preferred
- Prior experience managing construction projects in Vietnam, or a similar developing country context preferred
