The Animal Health (AH) Surveillance and Detection Team Lead must meet or exceed the qualifications listed below.

Responsibilities:
Reporting directly to the project Deputy Chief of Party, the AH Surveillance and Detection Team Lead will work with the project Chief of Party, Deputy Chief of Party, AH Technical Advisor, AH Surveillance and Detection team members, members of the USAID Strengthening Local Health Security in Vietnam project, and other related stakeholders to develop and implement the following key responsibilities:
- Lead the AH project team to assist the project management in developing activities on animal disease surveillance and detection within the scope of the overall project workplans and annual workplans;- Provide leadership and guidance to related partners and animal health team members to implement the One Health surveillance and detection strategies, and implementation plans;- Work with relevant stakeholders to develop and operate the Animal health Event-based Surveillance (AH EBS) system; strengthen the use of existing AH surveillance systems;- Collaborate closely with the Human Health Surveillance and Detection Team Lead within the project to ensure alignment of strategies, activities, and project synergy with One Health (OH) approaches.- Work with relevant stakeholders to strengthen One health collaborations at sub-national levels in the project provinces;- Ensure smooth implementation of the One health surveillance and detection objectives & activities, which meet the project’s requirements;- Coordinate with the M&E Team Lead to develop the surveillance and detection related indicators and guide/ follow-up with surveillance and detection team members and related partners to report against the surveillance and detection indicators;- Ensure the surveillance and detection targets and objectives are met;- Lead the development and implementation of annual/ periodic work plans for the surveillance and detection sections/ objectives;- Lead the periodic reports related to the surveillance sections writing;- Supervise the sub-partner in charge of the surveillance works, other officers in the AH surveillance team;- Establish and maintain strong and excellent working relationships with partners and stakeholders involved in the USAID Strengthening Local Health Security project, especially in the AH surveillance and detection areas;- Represent PATH/USAID Strengthening Local Health Security in the AH surveillance related meetings and workshops;- Support the project director (COP) and deputy director (DCOP) on other administrations and crossed cutting tasks, together with other Team Leads.

Required Experience:
- Master’s degree or its international equivalent in animal health, public health, or other relevant fields;- Proven track record in animal health, one health, global health security, animal health surveillance projects/ works;- Proven records in project management, preferred in animal health, human health or global health security projects;- Demonstrated expertise and experiences in establishing and maintaining strong partnership with various stakeholders including Vietnamese Government, international organizations, companies, community organizations;- Knowledge and experience in Private sector, One Health, Global Health Security or in Public Health is a plus;- Demonstrated management, leadership, decision-making, and interpersonal skills.- Excellent oral and written communication skills in English and Vietnamese language
