"The PVA Head of Financial Risk Management (FRM) is responsible for providing assurance to the Risk Committee and top management of full compliance with all the regulatory and statutory requirements set up by the local regulatory supervisory bodies, in particular financial risk related matters.

As such, the PVA Head of FRM is delegated the responsibility to ensure compliance with the PCA Risk Framework and its components. The PVA Head of FRM is responsible for escalation of risk and compliance issues to the PVA Risk Committee, PCA Executive Risk Committee and its sub-committees, where required, in particular financial risk related matters."

Specific Risk Management R&R surrounding PCA Financial Risk Framework

By coordinating with relevant (Local Business Unit) LBU first line functions (e.g. Actuarial/ Finance) and RHO financial risk management & oversight team (RHO FRM Team) the LBU Financial Risk Coordinator should:

- Organize production of LBU financial risk management information (MI) according to FRM policies, RHO guidance and coordinate with RHO FRM Team on any ad-hoc required inputs for quarterly RHO financial risk MI update.
- Facilitate the financial risk identification and assessment within LBU, ensure the risk definition and categorization defined in PCA Risk Framework is properly followed.
- Assist RHO FRM Team in quality assurance on LBU's compliance with PCA financial risk related policies and guidance, including Use Test requirements.
- Discuss with local compliance team to identify and escalate any local regulations which conflict with PCA framework and financial risk policies to RHO Risk.
- Coordinate the model validation and response to RHO’s requirements relating to internal model governance.
- Coordinate the LBU’s participation in Group or PCA Financial Incident Procedures.
- Coordinate in escalation of financial risk issues and breach to financial risk appetite/limits, where required, in line with escalation procedures prescribed in PCA Financial Risk Manual;
- Monitor and report alarming FRM situations, outstanding issues and action plans for financial risk mitigation to LBU Risk Committee and RHO FRM Team, where required.
- Liaise with RHO on Own Risk and Solvency Assessment (ORSA) report requirements.
- Assist LBU Risk Sponsor (Senior Executive accountable for sponsoring the LBU’s risk management) in equipping the Risk Committee (RC) members to be able to answer the questions posed by ORSA, via covering the relevant items (eg. discussion on risk governance) on LBU Risk Committee agenda.
- Ensure the appropriate information is provided to RC for sign off/noting as per PCA Financial Risk Manual.
- Ensure the LBU Risk Committee outcome is linked back to the business.
- Coordinate the LBU certification on PCA Financial Risk Manual.
- Coordinate the LBU certification on PCA Risk Framework.

Moreover, the employee will be required to coordinate the risk management process at both department and company level, this involves:

- Develops and delivers an appropriate Group Risk Framework with holistic approach to meet the needs of the Company as well as meets the minimum standards defined by the Group;
- Develops risk information reports, setting reporting thresholds and methods for determining priorities.
- Communicates with Functional Risk Owners and Coordinators regarding to the risk management matters and support risk management related trainings workshops and presentations across the Company;
- Coordinates with Other relevant functions at regular intervals update to challenge on the company Key Risk Indicators.
- Proactively look for better ways to improve the effectiveness of the risk management activities and develop the risk management culture inside the company.
- Facilitate to build a strong Risk Management function and initiative Risk Management activities.
- Review product T&C and monitor Insurance risk of in-force portfolio;
- Conduct periodically FRM exercises (Business ID, ORSA, Financial Exposure, Stress testing, MUDA )
- Provide FRM reports to TLTs, related committees (RC, ALCO ) and Group risk.
- Conduct due diligent on financial risk for our partners/ vendors
- Conduct deep-dives on financial risks for products, in-force policies, and recommendations for process improvement/ enhancement.
- Responsible for oversight regulatory requirements on financial risks, revise the FRM risk policies/ guidelines to comply with Group policies/ standards and local regulation requirements
