**POSITION MANDATE**
Resonance seeks a Chief of Party (COP) to lead the anticipated five-year USAID funded Innovative Workforce Development Activity in Vietnam. This Activity will aim to enhance the capacity of Vietnam’s digital workforce and local innovation to meet the demands of a growing digital economy. Key technical areas of focus include 1) strengthening legal regulatory framework reform efforts to increase upskilling and reskilling opportunities and adoption of best practices for the local workforce, 2) expand models of local ICT employment and increase partnerships promoting ICT internationals standards, 3) improve legal frameworks for innovation ecosystems strengthening, and 4) increase linkages and capacity of innovation ecosystem actors that ensure sustainability and growth of the local sector. The COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID and key stakeholders, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the Activity.
This is a full-time position based in Hanoi, Vietnam.
**OUTCOMES / ESSENTIAL FUNCTIONS**:
- Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical inputs across one of more areas, such as workforce development, ecosystem development/strengthening, private sector engagement and partnership development, policy/regulatory reform, or digital economy.
- Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions and donor communities.
- Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policies.
- Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities.
- Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
- Manage project team; oversee, mentor, and provide guidance to short
- and long-term staff.
- Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.
**REQUIRED EDUCATION & EXPERIENCE**:
- Master’s degree or higher in international development, public policy, business administration, development economics or other relevant discipline.
- 8+ years of relevant progressive international experience related to digital workforce development, policy/regulatory reform, partnership development, and/or private sector engagement.
- 10+ years of relevant professional experience related to the management or implementation of international donor-funded development projects.
- Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget.
- Excellent written and oral communication skills in English.
- Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments.
**PREFERRED EDUCATION & EXPERIENCE**:
- Experience managing digital economy or workforce development focused donor-funded activitiesin Vietnam and/or the Southeast Asia region.
- Strong network of government, NGO and civil society, donor and private sector in Vietnam and/or the Southeast Asia region.
- Foreign language ability in Vietnamese.
**TRAVEL EXPECTATIONS**
The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.
