**BACKGROUND**:
**IRD VN** is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

Our organization is growing quickly and we are searching for 02 highly qualified, independent, experienced and motivated Finance Manager in HCMC.

**JOB RESPONSIBILITIES**:
**1. Technical Specifics**:

- Manages the operational accounting functions to ensure that the financial transactions are properly documented, reconciled and recorded in the financial system.
- Review disbursement vouchers before payments are made and data are entered into the systems.
- Coordinates and supervises monthly, quarterly and year-end financial close in line with IRD VN’s procedures and time-line.
- Assist the FD in the preparation of monthly management financial reporting, including comparison on budgets and expenditures, receivables, payablesof projects and functional units (if there is any) to assist the Managers and Directors in making informed financial decisions.
- Review monthly detail transaction listing from accounting system and provide recommendation for any adjustment if needed to ensure the correctness of accounting records and Budget availability.
- Review and follow up all outstanding advances for assigned projects on a monthly basis to ensure timely settlement of amounts due and alignment with project implementation time frame.
- Supports the FD in cash flow forecasting and foreign exchange risk management.
- Ensures the efficient and effective processing of payments / accruals, receivables / receipts and reconciliation of related balance sheet accounts in accordance with IRD VN’s policies, donors’ requirements and Vietnam Accounting Standards.
- Registers all outgoing contracts of the Projects regularly to ensure necessary spending accruals and payment.
- Facilitates the audit process and provides appropriate and timely responses to audit requests from the auditors.
- Ensures the timely and efficient setup and maintenance of key standing data in the financial system including project budget, chart of accounts, analysis codes.
- Provides support to FD in the developing, monitoring and review of financial policy, procedures, and project budget.
- Work with HR Team to prepare the payroll calculation according to personal income tax regulation, labor law, and organization policy.
- Assist the FD in the preparation of bi
- and annual reporting package for the Government authorities, IRD VN Board Meeting, Senior Management Team (SMT) presentation.
- Train and review the accountants in tax filing procedures to ensure full compliance with the Viet Nam laws and regulations
- Act as the main focal person to advise and respond for any financial related matters to project staffs, and related partners.

**2. Monitoring and Evaluation, Reporting**
- Prepare, review and provide justification for monthly/quarterly project financials along with detail transaction listing to provide a clear view and status of the project budget spending and highlight concerns (if any) for timely action.
- Prepare the required voucher list for donors funding to ensure timely and accurate following donor template requirement.
- Review to ensure the accuracy and sufficiency of the data and scan PDF’s that are submitted periodically as requested by the donors.
- Prepare donor’s financial report on quarterly basis and update Finance Director and Program Manager/ Director for review.
- Assist to monitor project cash flow and review the fund request/invoice (which are prepared by Accountant) to the donors.
- Other tasks may be assigned as necessary according to organizational needs.

**REQUIRED QUALIFICATIONS**:

- Recognized Degree in Accounting or Finance with minimum 5 years of relevant experience
- Proven experience of providing effective leadership as well as day-to-day supervision to a diverse working group is required.
- Proactive, with experience working with multiple projects and deliverables in a fast-paced, dynamic environment
- Strong analytical skills with structured thinking capabilities
- Good knowledge of IFRS, IAS and GAAP and experience of providing analysis of transactions,
- Confident, mature and be able to work in a fast-paced environment
- Excellent presentation skills, including strong oral and writing capabilities
