Responsibilities:

Nathan, a Cadmus Company, is seeking a qualified Deputy Chief of Party in support of the following:_****_
- **The anticipated project, Vietnam Innovative Workforce, aims to enhance the capacity of Vietnam's workforce to meet the demands of a growing digital economy and support Vietnam in working towards its strategic development goal of becoming a high-income country by 2045 and directly supporting the National Strategy on Industrial Revolution 4.0. The implementation period will be five years.

Position Summary:

The Deputy Chief of Party (DCOP) will report directly to the Chief of Party (COP) of the project.

In the absence of the COP, the DCOP will be the Acting COP, responsible for all project operations including financial responsibilities.

The Deputy Chief of Party will support the Chief of Party in stakeholder engagement and with the oversight of cross-cutting topics and technical components.

Depending on the experiences and technical capabilities, the DCOP may oversee a technical area commensurate with experiences and qualification of the DCOP.


Primary responsibilities:

  • As a member of the project's leadership team, work closely with the COP to support project implementation
  • Work closely with COP to build relationships with Vietnamese government counterparts and stakeholders
  • Ensure communication and cohesion among all components of the project
  • Work closely with the COP to develop project technical and contractual deliverables, manage project budget, and implement work plans
  • Closely assist the COP in managing relations with the USAID Contracting Officer's Representative on technical assistance planning, especially liaising with counterparts
  • Track, monitor, and provide reports on weekly and monthly progress of implementation
  • Oversee the selection and engagement of local partners and shortterm experts, as well as technical team development, training, and execution of interventions
  • Supervise project team
  • Serve as Acting COP during COP's absence

Qualifications:

  • Postgraduate degree in economics, social sciences, international development, management, or a related discipline and 5+ years' experience in a relevant senior management, supervisory, technical role on donorfunded contracts; or bachelor's degree in aforementioned fields; or related discipline and 10+ years of aforementioned experience
  • Strong experience with digital skill training and/or innovation ecosystems in Vietnam or Southeast Asia desired
  • Strong experience in project/program management and use of relevant tools
  • Ability to travel throughout Vietnam
  • Experience implementing and managing donorfunded activities, with experience working on USAIDsupported projects preferred
  • Experience leading and managing technical team members
  • Fluency in written and spoken English and Vietnamese required
  • Excellent interpersonal and communication skills
  • Effective team player and leader
