Project Objective
SI is implementing the USAID/Learns Contract (Learns).

The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID's understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).


Position Description


SI is seeking a full-time Deputy Chief of Party (DCOP) who will provide senior level leadership and technical guidance in performance monitoring and at least one other of the Learns' service areas: research and evaluation, capacity strengthening, and facilitation and program design.


This position will be based in Hanoi, Vietnam and is full-time, starting as soon as possible in 2023, through the remaining period of performance (September The DCOP will also serve as a core member of the Learns Leadership team and report to the Learns Chief of Party (COP).

This position is an exciting opportunity to help USAID and implementing partners achieve improved programming.

Responsibilities

  • Provide senior level leadership on USAID Learns in collaboration with the COP and Sr. Director of Finance and Administration
  • Manage technical management team coordination (the technical management team is made up of Learns' service area leaders)
  • Supervise, mentor, and coach staff to stay motivated and support them in producing high quality work
  • Manage team members assigned to create strong, psychologically safe teams that collaborate effectively
  • Ensure that the team offers USAID and implementing partner staff technical assistance that is of quality, coherent, useful and timely.
  • When directly responsible for tasks, provide high quality services to USAID and implementing partners.
  • Work with team members to identify challenges, lessons learned, and opportunities for improvement in our work
  • Ensure effective task management in line with SI's quality standards; assume responsibility for overall quality control of tasks conducted by team members assigned.
  • Model CLA approaches and values in all areas of work to serve as a role model to staff, partners, and USAID.
  • Ensure that new team members have the right credentials / technical expertise and approach (i.e., one that promotes accessibility, solutionsfocus, and adaptability) and, once on board, have access to required resources and support.
  • Troubleshoot client and consultant management challenges with staff.
  • Build and maintain effective relationships with USAID and implementing partner staff.
  • Continually maintain an open and serviceoriented dialogue with USAID, IPs, and other counterparts. Regularly meet with the COP, and when applicable, the USAID Contract Officer's Representative (COR), to keep them current on task developments, technical advances, challenges, new opportunities, strategic developments, and other management level updates.
  • Lead and/or contribute to annual work planning, and lead on internal task management trackers and quarterly and annual reports.
  • Act as the COP in absence of the COP.
  • Other duties as assigned.

Qualifications

  • Master's Degree in a social science, development studies or related field (highly desirable).
  • At least 12 years of experience in international development with increasing levels of responsibility over time.
  • Superior oral and written communication skills.
  • Fluency in written and spoken English, required.
  • Language capability in Vietnamese and experience working in Vietnam, a plus.

  • Demonstrated strong leadership, strategic thinking, organizational and teambuilding, and representational skills.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with relevant stakeholders.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Experience facilitating team and client meetings, required

  • Previous work experience with USAID/Washington and/or USAID Missions, required
  • Understanding of USAID Operational Policy for Program Cycle (ADS Chapter 201), required.
