About CHAI:


The Clinton Health Access Initiative (CHAI) is a trusted advisor to governments worldwide, helping them transform the way they provide health services.

Established in Vietnam in 2006, CHAI works with several departments in the Ministry of Health to help reach national goals related to tuberculosis (TB), COVID-19, hepatitis, malaria, immunizations and non-communicable diseases (NCDs).

CHAI has emphasized a sustainable and integrative approach to health systems strengthening premised on a close partnership with government to build national capacity so that programs can continue without our support.


CHAI's team in Vietnam consists of a core of 18 staff in addition to staff at the regional and global levels.


Description


The Program Officer (PO) will work to implement NCD-related projects at CHAI, especially focused on planning, implementation, monitoring, and evaluation of hypertension and diabetes interventions.


Main Responsibilities

_ 1.

Project Planning and Implementation:
_

  • Liaise with CHAI's NCD team and other project partners to complete the approval process
  • Work with CHAI's NCD team to prepare standard operating procedures (SOPs), training materials, and presentations for project trainings and implementation
  • Prepare contracts for project stakeholders and relevant partners
  • Coordinate the execution of project activities according to the established timelines and budgetary allocations
  • Ensure all project activities spendings adhere to financial guidelines
  • Assist project partners to develop and adhere to budget and monitor expenditures

Technical Guidance and Capacity Building:
_

  • Provide technical guidance to project staff and partners
  • Facilitate training sessions and workshops for the project implementation
  • Ensure adherence to established protocols and quality assurance measures throughout the project implementation process

Monitoring and Evaluation:
_

  • Work with CHAI's NCD team to develop and implement monitoring and evaluation frameworks to track project progress and outcomes
  • Conduct regular field visits to monitor and evaluate program effectiveness
  • Collect and analyze data to assess program effectiveness

_4.

Stakeholder Engagement and Communication:
_

  • Foster strong relationships with key stakeholders
  • Prepare and disseminate reports, briefs, and other communication materials
  • Translate/interpret for foreign staff as needed
  • Translate official documents as needed
  • Assist with proposal development as needed

Qualifications

  • Vietnamese citizen (due to travel permissions) who is comfortable traveling to provinces
  • Medical, public health, development, or business degree
  • Minimum two years' experience in implementing health projects.
  • Understanding of Vietnam's health care system
  • Strong written and oral English and Vietnamese communication skills
  • Good computer skills, especially with Microsoft Word, Excel and PowerPoint and in internetbased communications
  • Exceptional problemsolving skills and quantitative and qualitative analytical capabilities including demonstrated ability to steer decisions based on data
  • Strong interpersonal skills and ability to build relationships in a challenging multicultural environment
  • Ability to manage numerous work streams simultaneously
