Overview:
We are seeking an experienced and highly competent
Estimating Manager
to lead the bidding and quantity take-off team for international projects. The successful candidate will be responsible for establishing and perfecting tender documents, as well as managing the entire bidding process with accuracy and timeliness to secure project wins.

Key Responsibilities:

1.   
Lead the preparation of Bill of Quantity (BOQ) files

o   Take full ownership of creating and finalizing BOQ files for all tendered projects, ensuring 100% accuracy and completeness.

o   Strictly control and cross-check quantities and unit rates for reasonableness and consistency.

2.   
Lead quantity take-off and tender pricing

o   Personally perform or oversee quantity take-off, analyze tender documents, drawings, and specifications to build competitive bid prices.

o   Propose winning pricing strategies that maximize profit margins while remaining commercially attractive.

3.   
In-depth tender document review

o   Thoroughly study and analyze tender packages, technical drawings, and all related information for accurate costing.

o   Recommend value-engineering solutions and optimized construction methods to reduce costs and enhance competitiveness.

4.   
Subcontractor and supplier negotiation

o   Proactively contact, negotiate, and secure the most competitive quotations from subcontractors and suppliers.

o   Evaluate subcontractor capabilities and recommend the best selections.

5.   
Tender submission completion

o   Prepare and finalize complete tender submissions, manage submission procedures, and hand over documents to relevant parties as required.

o   Verify legal compliance and completeness of all documents before submission.

6.   
Process standardization and continuous improvement

o   Develop standardized workflows to optimize both speed and quality of tender preparation.

o   Propose tools and software solutions to significantly boost team productivity.

7.   
Other duties as assigned

o   Undertake additional tasks assigned by Senior Management to support departmental objectives.

Requirements:

Education:

• Bachelor's degree in Construction Economics, Project Management, Civil Engineering, or related fields.
• MBA or postgraduate qualifications are an advantage.
• Graduates from top-tier universities in Australia, UK, USA, Canada, or Singapore are highly valued.
• Professional certifications such as RICS, CIOB, PMP, CCM, PE/CPEng are strong advantages
  .

Experience:

• Minimum 5 years of international tendering experience
  (projects in USA, Australia, and Cambodia are a significant plus).
• At least 3 years in team management and project leadership roles.
• Priority given to candidates who have worked with major construction corporations or participated in large-scale project tenders.

Technical Knowledge:

• Deep expertise in tendering processes, cost estimation, and bid analysis.
• Mastery of quantity take-off procedures and BOQ preparation.
• Solid understanding of international tendering standards and regulations.

Skills:

• Fluent English (both written and spoken) – mandatory.
• Expert user of Microsoft Office, AutoCAD, Revit.
• Proven hands-on experience extracting quantities from PDF and CAD files.
• Strong analytical, planning, and organizational capabilities.
• Dynamic, flexible, highly responsible; excels both independently and in teams.
• Thrives under high pressure and handles urgent issues swiftly.
