Overview
The Head of Finance plays a pivotal role in leading the financial operations of Urban Vietnam country office and its associated project companies. This role is responsible for shaping financial strategy, ensuring robust governance, and enabling sustainable business growth through effective financial planning and execution. In addition to core finance responsibilities, the incumbent will contribute to strategic planning, investment evaluation, portfolio management and commercial expansion initiatives, supporting long-term value creation and market leadership in Vietnam's industrial and digital infrastructure sector.

Responsibilities
Financial Leadership & Governance

• Lead and manage all financial functions including accounting, budgeting, forecasting, cash flow management, financing, treasury, tax, and compliance across the head office and project entities.
• Develop and implement financial strategies aligned with the company's long-term business objectives.
• Oversee the finance and procurement functions across all entities and coordinate with HQ finance function.
• Drive and lead country-wide growth plan and budgeting, capital management discussion with HQ CEO office, Investment & Finance Team and senior management team
• Monitor and manage capital expenditures, project financing, and investment performance.
• Ensure compliance with Sembcorp Group's finance policies, Vietnam accounting standards, tax regulations, and corporate governance requirements.
• Liaise with auditors, tax advisors, legal counsel, and regulators.
• Build and lead a high-performing finance team

Strategic Planning & Investment Evaluation

• Collaborate with relevant teams across functions to evaluate new market and product opportunities.
• Collaborate and provide key inputs on financial modelling, feasibility studies, and risk-return assessments for new investments, land acquisitions, and strategic partnerships.
• Take lead in the development of country-level strategic plans aligned with regional and corporate growth objectives.
• Conduct scenario planning and macroeconomic analysis to inform investment decisions and financial strategy.
• Prepare investment papers and business cases for Senior Management and Board-level review.
• Support due diligence processes in coordination with Legal, Project, and Operations teams.
• Any ad-hoc projects assigned by the IUS CEO, CFO and/or Head of Vietnam

Portfolio Management

• Consolidate, align and monitor of the portfolio performance
• Review investment portfolio periodically to recommend actions for enhancement
• Monitor industry trends, regulatory changes, and competitive dynamics to anticipate risks and identify growth opportunities.
• Support regional collaboration and financial, capital management and strategic alignment.
• Represent Finance in high-level engagements with government authorities, regulatory bodies, and key industry stakeholders.

Requirements

• Bachelor's degree in Economics, Finance, Accounting, or related field; CPA or MBA preferred.
• Minimum 15 years of progressive experience in finance leadership roles, ideally within industrial real estate or infrastructure sectors.
• Proven experience managing finance across multiple entities or project companies.
• Strong understanding of Vietnamese financial regulations and tax laws.
• Demonstrated success in capital raising, project financing, and investor relations.
• Experience in strategic planning, investment evaluation, and commercial support.
• Excellent analytical, strategic thinking, and problem-solving skills.
• Strong leadership and interpersonal skills with the ability to influence at all levels.
• High level of integrity, initiative, prioritization, and time management.
• Good spoken and written English.
• Willingness and ability to travel within Vietnam and internationally as required.
