Regulatory Compliance Manager

AECOM has excellent career opportunities for a highly talented and experienced Environmental Compliance Manager to support a USAID-funded engineering services project in Vietnam. The Dioxin Remediation at Bien Hoa Airbase Area Project (“the Project”) is one of the highest priority USG activities in Vietnam and is aimed at addressing the Agent Orange legacy from the U.S.Vietnam War. The Environmental Compliance Specialist will provide leadership and compliance oversight for required for successful program implementation. The Environmental Compliance Specialist will be part of the senior management of the project and report to the Chief of Party. This position will report to AECOM’s West Region
- Federal Business Line out of Omaha, NE, USA.

Working with AECOM’s local team and global experts, the Regulatory Environmental Compliance Manager will lead the establishment of appropriate environmental requirements and compliance monitoring processes for the large-scale environmental remediation project at the Bien Hoa Airbase. The Environmental Compliance Specialist will manage the monitoring of the environmental compliance program at the airbase, supporting USAID in their oversight of several civil and environmental remediation projects including the treatment of dioxin-contaminated soils. He/she will also support capacity-building efforts in environmental compliance with U.S. and Government of Vietnam requirements.

Responsibilities of this position include, but are not limited to:
+ Establishment of environmental compliance oversight processes for monitoring multiple construction contracts for civil and remediation works.

+ Provide overall management of the environmental compliance program to ensure compliance with the Environmental Monitoring and Mitigation Plan (EMMP) and all other governing plans and regulations.

+ Oversee and manage local staff in environmental compliance monitoring including documentation and tracking of risks and non-compliance issues through resolution

+ Support the technical team in the development of engineering deliverables including, plans, studies, procurement packages and operations and maintenance plans to ensure compliance with program objectives and requirements.

+ Oversee environmental compliance including assessments and due diligence programs.

+ Identify and manage technical resource needs with AECOM project support staff

+ Identify issues and risks related to project implementation, provide mitigation strategies, and monitor through resolution

+ Ensure compliance with USAID reporting requirements, budget and schedule

+ Monitor project subcontractors and partners through meetings and communications, work with AECOM contracts staff to achieve efficient and effective subcontract compliance

Minimum Requirements

+ BA/BS + 8 years of experience or demonstrated equivalency of experience and or education in engineering, environmental science, construction, or related field and professional experience in environmental compliance and monitoring of construction and/or remediation projects.

+ Working knowledge of U.S. EPA processes and requirements for compliance monitoring

+ 5 years of experience related to the U.S. Comprehensive Environmental
