**JOB SUMMARY**:
The Head of Procurement & Contract Development is responsible for establishing guidelines and Standard Operation Procedures (SCP) for all related works and assure strict compliance with the approved guidelines/SOP.

**JOB RESPONSIBILITIES**:
**Procurement Management**:

- Design the framework for prequalification to shortlist vendors and subsequently establish the database of quality vendors to be considered for tenders.
- Design framework for tender evaluation to ensure confidentiality, fairness, and quality of the selection.
- Design framework for performance review of awarded vendors and update the vendor list.
- Create forms of contracts for projects of different scales and natures consultancy services, new building projects,

**Contract Management**:

- Create forms of contracts for projects of different scales and natures: consultancy services, new building projects, and renovation projects.
- Solve contractual issues.

**Cost Management**:

- Design the monitoring system for all project expenditures and variation orders.
- Provide periodical updates on costs to facilitate decision-making and prevent cost overrun.
- Provide cost estimates for the feasibility study of new projects.

**Customer Service Quality Management**:

- Develop and deploy patient service quality standards.
- Promote and take appropriate action to ensure a culture of excellence in patient care.

**Asset Management**:

- Establish the database of key parameters in lease agreements of existing buildings.
- Analyze possible challenges in advance and propose solutions.
- Liaise with Landlords and Local Authorities when necessary.
- Work with Legal Department for drafting agreements for new buildings/lands.

**EXPERIENCE & SKILLS REQUIREMENTS**:

- Have at least 5 years of experience in the same position.
- Prior experience in Healthcare projects and Vietnam projects will be preferred.
- Be familiar with local practices and regulations will be preferred.
- Strong communication skills written and verbal, in both English & Vietnamese.
- Excellent project management skills, ability to manage multiple workstreams in parallel, plan for projects manage own time and priorities.
- Be willing and eager to learn.
- Have the ability to work in a fast-moving environment in cross-functional and cross-cultural teams.

**EDUCATION REQUIREMENTS**:

- Degree in Civil Engineering/Building Management/Project Management with at least 15 years of relevant experience.
