Chief of Party, Usaid/vietnam Program Cycle Support

Banyan Global is recruiting a Chief of Party for the anticipated USAID/Vietnam Program Cycle Support Activity. The activity will increase the effectiveness of development investments across the USAID Program Cycle by tracking performance and adapting programs, generating evidence, creating a feedback loop, and strengthening partnerships with local stakeholders. The activity will prioritize the core tasks of the program cycle (design, performance tracking, evaluation, and research) and capacity building for USAID/Vietnam Staff and Partners. The Chief of Party will be responsible for overseeing the entire Contract, ensuring complete deliverables, meet performance objectives, stay within budget, reports to and communicates with USAID appropriately, and remains aligned with the Activity’s objectives. The position is full-time, based in Hanoi, and contingent on funding. Vietnamese applicants are encouraged to apply.

**Responsibilities**:

- Lead all project planning and implementation, ensuring that activity tasks are completed and objectives successfully met.
- Serve as the primary point of contact with and represent the project to USAID, implementing partners, host country officials, and other relevant stakeholders.
- Provide leadership in and oversight to evaluations, assessments, research and analysis, and performance and context monitoring, and capacity strengthening for learning, and adapting.
- Proactively identify resources required by the project, including consultants and subcontractors, and oversee the development of scopes of work for the same.
- Ensure the quality and timeliness of all contract deliverables and work products.
- Directly or indirectly supervise all project staff and consultants.
- Coordinate, as requested by USAID/Vietnam, with USAID partner organizations, in conducting evaluation, CLA, and project performance support tasks in accordance with the work plan.
- Advise and inform partners, USAID teams, and other contractors on policies and services offered by the project.
- Supervise the development, implementation, and reporting of support activities tasks in accordance with the workplan.
- Ensure compliance with contract provisions, including annual work plans and other reports.
- Ensure adherence to all relevant USG, Banyan Global, and host country rules, regulations, and laws, including those related to procurement and labor and employment.
- Other related duties as assigned.

Qualifications:

- At least 10 years of professional experience managing complex international development programming, preferably with a dedicated focus on monitoring, evaluation, and learning.
- Previous Chief of Party experience or equivalent (e.g., Team Leader, Country Director) on a USAID-funded award preferred.
- Demonstrated familiarity with USAID’s Program Cycle, monitoring and evaluation requirements, and collaborating, learning, and adapting principles.
- Five years of experience successfully managing a diverse team delivering MEL/CLA services.
- Excellent interpersonal skills and track record of successfully managing relationships with diverse development stakeholders in Vietnam.
- Professional fluency in English.
- Master’s degree or higher in monitoring and evaluation, international development or related fields.
