**Objective**:
The Local Health System Sustainability Project (LHSS) is a USAID-funded 5-year, $209 million global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions focus on reducing financial barriers, holding health services accountable for meeting all clients' needs, and making sure that the care patients receive meets minimum standards. USAID's LHSS Vietnam activity (hereafter Activity) focuses on improving health financing for HIV and TB prevention and control, strengthening supply chain systems, and supporting the expansion of the Social Health Insurance (SHI) scheme to improve quality care treatment at a national scale. The Activity works collaboratively at the national level with the Government of Vietnam (GVN), particularly the Ministry of Health and the Vietnam Social Security (VSS), to support GVN efforts to increase sustainable domestic financing for health, including TB and HIV, ensure the quality of HIV care, and to seek efficiencies in health spending and procurement and supply chain management.

Working under the supervision of the Activity's Project Management and MEL Director, the Technical Officer will provide general administrative and technical support, assisting in areas across the project's four activities and MEL (tracking indicators, monitoring work plan progress, and drafting quarterly and annual reports).

**Key Roles and Responsibilities**
- Provide technical, logístical, and administrative support for project meetings, trainings, and conferences
- As required, assist with logístical arrangements for project staff travel and for in-country travel for international visitors
- Support technical staff in drafting and completing high-quality project reports and deliverables (editing, formatting, compilation of data, etc.)
- Support the Activity's MEL team in monitoring and tracking activities and achievements as required.
- Coordinate with international and local subcontractors and consultants, working with the home office and technical staff to ensure that all activities and outputs are technically sound and appropriate.
- Support drafting quarterly and annual reports including monitoring timelines to ensure development and submission of timely reporting
- Maintain records of official correspondence between project office and GVN offices, USAID and other key stakeholders

**Preferred **Qualification**
- Bachelor's degree, Master degree preferred
- At least three years of professional experience supporting administrative and technical aspects of international development programs, preferably USAID-funded projects
- Previous experience with HIV, TB, supply chain, or financial management in Vietnam preferred
- Ability to work under pressure and independently.
- Strong English writing/speaking skills required.
- Computer skills especially in MS Word, MS Excel, MS Power Point.
- Strong communication, interpersonal, coordination, and presentation skills required.

**Minimum Qualification**

Master's Degree and 3 years' experience, or Bachelor's Degree and 5 years' experience.

**Note**:This position is based in Hanoi, Vietnam with traveling to the provinces if needed.
