Hanoi, Vietnam Chemonics International Full time

Chemonics seeks a **Chief of Party** for the anticipated five-year **USAID-funded Vietnam Climate Resilient Agriculture in the Mekong Delta Activity.** The goal of this Activity is to advance low-emissions, climate-resilient agricultural livelihoods combined with biodiversity conservation to support carbon sequestration, healthy ecosystems, and resilience of vulnerable communities in the Mekong Delta. 3 objectives include: 1) Resilience to climate change strengthened for the most vulnerable communities; 2) Management and restoration of natural ecosystems strengthened to provide ecosystem goods and services; and 3) Methane emissions reduced through low emission and sustainable agriculture practices.

This position will be based in Hanoi, Vietnam with frequent travel to Ho Chi Minh City, Can Tho, and the other 12 provinces in the Mekong Delta region.

**Responsibilities include**:

- Provide overall leadership, management, and technical direction for the project, in close coordination with USAID/Vietnam and the government counterparts.
- Serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges in a timely manner.
- Serve as the primary point of contact with MARD during project work planning, activity design, and day-to-day implementation.
- Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems.
- Liaise with and maintain positive working and collaboration with numerous representatives of government (national, provincial, and local levels), international organizations, the private sector, NGOs, civil society, U.S. Government agencies, and USAID Mission.
- Engage extensively with MARD, MONRE and other Government of Vietnam stakeholders at national, provincial, and local levels, ensuring effective engagement as well by other project staff with government stakeholders.
- Mentor and build capacity of, or facilitate mentorship and capacity building, of project local staff and partners in a variety of areas including compliance with USAID rules and regulations, USAID monitoring, evaluation, and learning (MEL) principles and collaborating, learning, and adapting (CLA) approaches, and more.
- Oversee and ensure the success of likely multiple Grants Under Contract to local research, monitoring, policy support, implementation, and learning partners to include, but not be limited to, the private sector, think tanks, research institutes, universities, and more.
- Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
- Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners.

**Qualifications**:

- Advanced degree in areas related to agriculture, sustainable development, environmental science, climate change, biodiversity conservation, disaster risk reduction, or combined work and education experience in a related field.
- Technical expertise in one or more of the areas outlined in the three objectives and 5th bullet under Responsibilities is a plus.
- A minimum of 10 years of senior-level experience in the design, implementation, and management of USAID projects, preferably in Vietnam or Southeast Asia, is preferred. Senior-level leadership of other donor projects may be considered.
- Ability to conduct or oversee planning, implementation, monitoring, and adaptive management of the project strategy and interventions in response to changing contexts and conditions, in close coordination with USAID and government counterparts.
- Proven record of overseeing diverse teams, building team skills, and fostering collaboration with diverse stakeholders to achieve project goals, meet project milestones, and produce quality results.
- Ability to engage and build and maintain relationships with a variety of stakeholders in a manner respectful of local culture and customs.
- Demonstrated leadership, versatility, and integrity.
- Experience in Vietnam preferred.
- Fluency in English required; Vietnamese is a plus.
