**BACKGROUND**
The global USAID LHSS Activity helps low
- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the activity supports Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam's supply chain management system; (4) Integrate TB services into SHI ; and (5) Support the provision of disability packages in the basic health service packages circular at the provincial level in Vietnam.
On November 4 th 2024, the MOH approved Circular 30/TT-BYT stipulating the Basic Health Service Packages (BHSP) to be delivered at commune health stations (CHS); it will come into effect on December 19 th, 2024. Among the BHSP regulated under the Circular, there are 2 BHSP for people with disabilities, namely **_“screening and early detection of child disabilities _**” and **_“counseling for disability prevention and community-based rehabilitation. _**” The implementation of these BHSP relates to the following existing MOH regulations:
- Decision No. 359/QD-BYT dated January 31, 2023, promulgating the Guidelines for early detection and early intervention for child disabilities;
- Decision No. 3815/QD-BYT dated August 21, 2017, deploying an information system for health management and rehabilitation of people with disabilities;
- Decision No. 1213/QD-BYT dated April 15, 2009, issuing a set of guidelines for community-based rehabilitation.
In an effort to help the implementation and provision of the BHSP for people with disabilities at commune health stations, LHSS has recently recruited a team of consultants from the Action to the Community Development Institute (ACDC) to customize technical procedures based on the above mentioned MOH regulations. As a next step, LHSS is **_recruiting a national consultant to work with ACDC team to develop economic-technical norms and conduct the costing of the mentioned _**BHSP. These national-level economic technical norms will set a reference for provincial authorities to develop their respective BHSP’s economic-technical norms and costs, which are necessary for budgeting, planning, and allocation of provincial resources to CHSs to provide these service packages.
- **TASKS, AND DELIVERABLES
- **Tasks**:
The consultant will undertake the following tasks:
- Prepare slides and present at a consultation meeting to gather comments from stakeholders on the draft economic technical norms for the BHSP.
- Finalize the economic technical norms for the BHSP.
- Conduct the costing of the BHSP and present the results in consultation meetings/workshops with relevant stakeholders including the Ministry of Health and Ministry of Finance.
- Finalise the costing and document the costing process and results.
- **Deliverables:
- Economic technical norms developed for the BHSP for people with disabilities at the commune level.
- Costing results for the BHSP for people with disabilities and a technical report detailing the costing process.
- Consultant monthly reports on the progress of task implementation.A final consultancy report.
- **SKILLS/KNOWLEDGE REQUIREMENTS**
- An advanced degree (minimum Master’s) in economics, finance, or relevant disciplines;
- At least ten years of relevant work experience, particularly in health financing and healthcare service costing;
- Good understanding of policies and regulations on health care service costing;
- Strong quantitative, financial analysis, and health financing skills;
- Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different Ministry of Health units, other ministries and government agencies, donors, and NGOs;Language requirement: Vietnamese. The ability to speak English would be an advantage.
- **MANAGEMENT OF THE ASSIGNMENT**
All deliverables must be reviewed by the Technical Officer and approved by the LHSS Technical Director. The Consultant can direct questions to the LHSS Technical Director throughout the consultancy.
