European Union-funded project "The ASEAN Regional Integration Support by EU (ARISE) Plus - Vietnam Trade-Related Technical Assistance (ARISE+ Vietnam)".


The _overall objective_ of the Technical Assistance to ARISE+ Vietnam project is inclusive economic growth and poverty reduction in Vietnam, while the purpose of the project is to provide technical assistance to the Vietnamese Government to maximise Vietnam's benefits from preferential trade regimes, with a focus on regional agreements and the EU-Vietnam Free Trade Agreement (EVFTA) and the EU-Vietnam Investment Protection Agreement (EVIPA).

With regards the implementation of Activity 2.

Exchanges of information between EU and Viet Nam on technical regulations, standards and conformity assessment procedures, DAI is looking to recruit:

International Non-Key Expert on Exchange of Information on Quality Infrastructure (QI) between EU and Viet Nam:

The main deliverables of this activity will be an evaluation report
(easy-to-understand policy brief) identifying messaging strategies, including channels for delivery and the corresponding workshop to discuss recommendations for improving on exchanges of information on
technical regulations,
standards and conformity assessment.


  • Qualifications and skills:_
  • University degree, preferably in a traderelated field, e. g. economics, business, or law, or technical (engineering, physics, chemistry, etc.).
  • Strong understanding of and experience in policy analysis, information exchange, transparency requirements, digital communication channels and awareness raising.
  • Deep knowledge and understanding of traderelated issues such as TBT, and/or SPS, etc.
  • Very good command and understanding of English (Level C1) and/or and Vietnamese languages.
  • Minimum 10 years of work experience in the trade, or standards, or technical regulation, or conformity assessment, or quality infrastructure in general.
  • Minimum 6 years of work experience with trade and/or industry such as TBT, and/or SPS, etc in Viet Nam is advantage.

The following would be considered as _additional assets_:

  • Experience with government agencies and/or private sector relevant to the assignment, good networking with government and/or business.
  • Experience working for EUfunded projects.
  • Experience in drafting complex analytical reports with policy recommendations in English.
  • Experience with policy analysis, awareness raising, information exchange, transparency requirements and digital communication channels.
