Technical Assistance for the ARISE+ Programme in Viet Nam

Brief description of the project:

The overall objective of the Technical Assistance project is inclusive economic growth and poverty reduction in Vietnam, while the purpose of the project is to provide technical assistance to the Vietnamese Government to maximize Vietnam's benefits from preferential trade regimes, with a focus on regional agreements and the EU-Vietnam Free Trade Agreement (EVFTA) and the EU-Vietnam Investment Protection Agreement (EVIPA).

Brief description of the assignment:

The assignment is related to training of QUATEST 1 of MoST/STAMEQ personnel on testing Electrical and Electronic Products (E&E) according to international standards.

By that, the training will increase the MoST/STAMEQ and QUATEST capabilities.

The purpose of this activity is to train personnel from QUATEST and, possibly, personnel from interested private laboratories on ISO/IEC standards for Electrical and Electronic (E&E) products for conformity assessment.

To enhance the capacity of Testing and Calibration so they can manage activities according to the international ISO/IEC standards.

The deliverables to be produced are the training materials and a report on the training at the end of the assignment.

For that, the project will provide the relevant training to the Vietnamese conformity assessment community and its CABs on how to conduct their services in line with international and EU standards in order to meet the EU technical regulation requirements.

Train Vietnamese laboratories in the required technical knowledge, international know-how and best practice to achieve their right potential towards accreditation and international recognition.

This activity will focus on know-how transfer and explanation of the content of the IEC and EN standards, which is essential to MoST/STAMEQ, QUATEST, and enterprises active in E&E.

The training will increase QUATEST and other Private laboratories for product testing.

This is a short-term assignment and all activities will take place in Hanoi, Vietnam.

Commencement date of the project:
September/October 2023

Duration of the assignment: 7,5 workdays per expert over 1 month

Requirements:

The minimum requirements will be the following:

• University degree, preferably in a standards-related field, e.g., economics, business, law, or relevant technical disciplines (preferably electrical e4ngineering, physics, etc.)
• At least 10 years working experience, including in OECD countries preferably as an assessor, auditor or in a laboratory in the required field.

For SNKE

• Training to QUATEST laboratory and Private Sector CABs on testing of Audio/video, information and communication technology equipment (to IEC standard)
• Experience designing and delivering training programmes in at least 5 different countries.
• Excellent skills in the English language (level C1 minimum).
